1. | The consent hereby granted shall expire at the end of 5 years from the date of this decision.
The reason for the condition is: - To comply with Regulation 14 (7) (b) of the Town and Country Planning (Control of Advertisements) Regulations 2007. |
2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 1st April 2025:
- Site location plan, scale 1:1250 (unreferenced)
- Site block plan, scale 1:500 (unreferenced)
- Proposed Elevations; drawing number: PY4176/001B
The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning. |
3. | The level of illumination of the digital displays shall not exceed the thresholds contained within the Institute of Lighting Professionals (ILP) guidance document PLG05 - The Brightness of Illuminated Advertisements (5000cd/sqm during daylight and 300cd/sqm at night).
The reason for the condition is :- In the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16. |
4. | The minimum display time for each advertisement shall be 10 seconds and there shall be no special effects (including noise, smell, smoke, animation, flashing, scrolling, intermittent or video elements) of any kind before, during or after the display of any advertisement. No images that resemble official road traffic signs, traffic lights or traffic matrix signs shall be displayed.

5. | The interval between successive displays shall be a 2 second (minimum) fade and the complete display screen shall change without visual effects (including swiping or other animated transition methods) between each advertisement.

6. | The following conditions shall also apply: -
a - No advertisement is to be displayed without the permission of the owner of the site on which they are displayed (this includes the highway authority, if the sign is to be placed on highway land);
b - No advertisement is to be displayed which would obscure, or hinder the interpretation of, official road, rail, waterway or aircraft signs, or otherwise make hazardous the use of these types of transport;
c - Any advertisement must be maintained in a condition that does not impair the visual amenity of the site;
d - Any advertisement hoarding or structure is to be kept in a condition which does not endanger the public; and
e - If an advertisement is required to be removed, the site must be left in a condition that does not endanger the public or impair visual amenity.

7. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
