1.The erection of a Class B2 industrial building in such close proximity to residential properties has the potential to cause unacceptable noise levels and disruption which could be detrimental to neighbouring amenity. It has not been demonstrated by the applicant that the proposed building location, form, use and construction would not give rise to unacceptable levels of noise and disruption and no assessment of any potential mitigation measures to reduce to a minimum potential adverse impacts has been undertaken. The application is therefore contrary to Core Strategy (2015) Policy CS9, Local Plan Part 2 (2021) Policies A1, B1 and E6 National Planning Policy Framework Paragraphs 135(f) and 198(a) and Emerging Local Plan Policy HEC7.
2.The proposed Class B2 industrial building would be located in close proximity to the boundary with 1 Honeysuckle Barns (1.9m to the west) and to the boundary with the dwellings under construction in the development (2.6m to the north). The presence of a Class B2 industrial building in such close proximity to these properties in terms of its layout and scale would have an overbearing and dominating relationship and impact in terms of outlook and would therefore be harmful to residential amenity. The application is therefore contrary to Core Strategy (2015) Policy CS9, Local Plan Part 2 (2021) Policies A1 and B1, National Planning Policy Framework Paragraph 135 and Emerging Local Plan Policy HEC7.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
