| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority:

The reason for the condition is :- For the avoidance of doubt of what has been approved and in the interest of proper planning. |
| 3. | The dwelling/s shall be constructed so as to provide sound attenuation against external noise and ensure internal sound levels no greater than:
a) 35dB LAeq (16 hour) in the main living rooms of the dwelling(s) (for daytime and evening use); and
b) 30dB LAeq (8 hour)/45dB LAmax (fast) in the bedrooms of the dwelling(s) (for night-time use)
in line with World Health Organisation guidance, with windows shut and other means of ventilation provided.
Reason:
To ensure adequate living conditions for future occupiers and to World Health Organisation guidance levels. |
| 4. | Prior to the first occupation of the development hereby permitted the proposed on-site cycle parking shall be provided in accordance with the approved plan and retained thereafter available for that specific use.
Reason: To ensure the provision of adequate cycle parking that meets the needs of occupiers of the proposed development and in the interests of encouraging the use of sustainable modes of transport. |
| 5. | No door / gate / ground floor window shall open outwards over the highway.
Reason: In the interests of highway safety. |
| 6. | The development must wherever feasible and practicable be built in accordance with Part M4 (2) of the current Building Regulations.
Reason: To ensure housing is accessible, in accordance with policy LPP2 of the adopted Great Yarmouth Local Plan. |
| 7. | The development hereby permitted shall be carried out incorporating the measures to mitigate the risk from flooding set out in the Flood Risk Assessment, dated January 2025. Report Ref: 3654/Re/01-25/01, received 04/02/2025.
There shall be no occupation of the development hereby permitted until all dwellings have first been registered with the EA Flood Warnings Direct service as proposed within the Flood Risk Assessment.
The reason for the condition is :-
To ensure that mitigation measures are undertaken as the property is located within an area at risk of flooding. |
| 8. | The development will be designed and built to achieve a water consumption rate of no more than 110 litres/person/day.
The reason for the condition is: -
In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to accord with adopted Local Plan Part 2 policy E7. |
| 9. | Due to the close proximity of other residential dwellings and/or businesses, the hours of any construction or refurbishment works that are audible outside of the boundary of the site shall be restricted to reduce the likelihood of noise disturbance to:
- 0730 hours to 1830 hours Monday to Friday
- 0830 hours to 1330 hours Saturdays
- There shall be no work undertaken on Sundays or Bank/Public Holidays.
Reason: To protect nearby residential amenity. |
| 10. | NOTE:
The site will potentially generate a significant amount of dust during the construction process; therefore, the following measures should be employed:
- An adequate supply of water shall be available for suppressing dust;
- Mechanical cutting equipment with integral dust suppression should be used;
- There shall be no burning of any materials on site, or burial of asbestos, which should instead be removed by an EA licenced waste carrier, and the waste transfer notes retained as evidence. |
| 11. | NOTE:
The developer is reminded that prior to any refurbishment commencing on site the building/s to be refurbished are required to be surveyed for the presence of asbestos containing materials in accordance with the Control of Asbestos Regulations 2012. Any asbestos containing materials which are identified shall be managed or removed in accordance with the above regulations and waste regulations. Failure to comply with these regulations could result in prosecution by the relevant authority.

| 12. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
It is hereby acknowledged that the application has been accompanied by the appropriate and necessary financial contributions for GIRAMS Habitat Impacts Mitigation amounting to £1,520.85 received in two parts on 11/02/25 (£1,105.85) and 25/04/25 (£466.65), and for off-site public open space provision and enhancement amounting to £6,779.00 (received 13/05/2025) as required by policy H4. |
