1.The development hereby permitted shall be carried out in accordance with the following plans: - Site Plan and Proposed Site Layout Plan; drawing reference. 1223/6 Rev B - Proposed Floor Plans and Elevations; drawing reference no. 1223/5 - Proposed Bin Store Floor Plans and Elevations; drawing reference no. 1223/7 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
2.No occupation of the flats hereby approved shall take place until such time that the exact types and colours of the external materials to be used in the construction of the proposed bin store as shown on drawing reference: 1223/7 have first been submitted to and approved in writing by the Local Planning Authority. The bin store shall only be constructed using the materials as approved prior to the first occupation of the flats hereby approved and shall be retained in the approved form thereafter. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted; in accordance with Core Strategy (2015) Policy CS9.
3.No occupation of the flats hereby approved shall take place until such time that a statement demonstrating how all the flats will achieve a water consumption rate of no more than 110 litres/person/day has been first submitted to and approved in writing by the Local Planning Authority. All required water conservation measures within the approved details shall be installed prior to the first occupation of the flats and maintained as such thereafter to ensure the required water consumption is not exceeded for the lifetime of the development. The reason for the condition is: - In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to accord with adopted Local Plan Part 2 policy E7. Note to applicant - The imposition of this planning condition requires the development to achieve a higher standard of construction than the current minimum national requirement through Building Regulations. This requires you / the Developer to ensure that the standard is adhered to when seeking Building Regulations Completion Notice approval (whether using local authority inspectors or third party approved inspectors).
4.No occupation of the flats hereby approved shall take place until such time that a flood response plan has first been submitted to and agreed in writing by the Local Planning Authority. This flood response plan, including information regarding the availability of the Environment Agency's Flood Warnings Service, shall be made available to future occupiers of the site prior to the first occupation of the flats and made available to residents at all time thereafter. The reason for the condition is :- In accordance with the recommendations of the flood risk assessment, to minimise the risk to the occupants in the event of flooding; in accordance with Core Strategy (2015) Policy CS13.
5.The 2.4 metre wide parallel visibility splay provided (as shown on plan 1223/6 Rev B) shall be maintained at all times free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16.
6.No occupation of the flats hereby approved shall take place until such time that the proposed access, on-site car and turning area (as shown on plan 1223/6 Rev B) has first been laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan . These shall be made available for that specific use prior to the first occupation of the flats hereby approved and retained thereafter for the lifetime of the development in the approved form. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety; in accordance with Core Strategy (2015) Policy CS16.
7.Within the first planting season following the approval of planning permission the development shall be carried out in full accordance with the approved landscaping/planting scheme (shown on drawing no.1223/6 Rev B). For the duration of a period of 10 years from the date of planting, any trees, shrubs or hedges planted in accordance with the landscaping scheme which die, are removed or become seriously damaged or diseased shall be replaced in the next immediate planting season with others of similar size and species. The reason for the condition is :- To ensure an high quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity and to secure appropriate amenity in accordance with Policies CS9 and CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and Local Plan Part 2 (2021) Policy E4.

Therefore it is essential that once planning permission has been granted, and prior to the completion of development, the developer/owner applies for an official address. This Authority has adopted the legislation set out in sections 17, 18 and 19 of The Public Health Act 1925.
