| 1. | The proposed outbuilding, with the existing rear projection of the dwelling will create a large mass within the rear curtilage which will be overbearing and does not respond to the surrounding areas distinctive natural and built environment which are characterised by generous rear gardens with small scale outbuildings in keeping with the size of the rear gardens contrary to Local Plan Core Strategy Policy CS09 and Local Plan Part 2 Policy H9 and NPPF Paragraphs 131, 135 and 137. |
| 2. | The proposed outbuilding is of a large size, which when combined with the dwellings existing rear extension will remove a large portion of the existing amenity space for occupiers of the dwelling. The amenity space that will be retained, a small section to the south of the proposed outbuilding, will be surrounded on all four sides due to outbuildings and the main dwelling. This will create an area that is overshadowed, with very little, if any, natural light and is contrary to Local Plan Core Strategy Policy CS09 and Local Plan Part 2 Policy A1. |
| 3. | There will also be a small section of amenity space retained along the northern boundary, the patio area and the small section to the south of the proposed outbuilding. The dwelling is a large, detached dwelling with a constrained rear garden, removing this amount of available garden space would deprive the property of suitable amenity space for the size of the dwelling, contrary to Local Plan Part 2 Policy H9. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
