1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is:-

The reason for the condition is:-
For the avoidance of doubt of what has been approved and in the interests of proper planning. |
3. | No works to the exterior of the building shall take place until such time that details of the following details have first been submitted to and approved in writing by the Local Planning Authority:
a. Details of the brick proposed for the new terrace, including details of bond and mortar.
b. Details at large scale (1:10 or 1:20) of all new and replacement external doors proposed, including door handles.
c. Details at large scale (1:10 or 1:20) of the proposed Crittall double glazed windows.
d. All proposed external materials, finishes and design details for the new elements proposed to the existing building.
e. Materials and design details for the new extension (to the west elevation).
The development shall be carried out in accordance with the details approved prior to the first use of the ground floor as a mix of public house and/or restaurant and shall be retained in the approved form thereafter.
The reason for the condition is :-
In interests of ensuring that the interventions proposed enhance the special character of the Listed Building, in accordance with Core Strategy (2015) Policy CS10 and Local Plan Part 2 (2021) Policy E5. |
4. | No works to the interior of the building, including any stripping out works, shall take place until such time that details of the following have first been submitted to and approved in writing by the Local Planning Authority:
a. Full details of proposed internal decorative scheme such as tiles, flooring and any other fixtures and finishes that might affect the significance of the asset.
b. Full specification and design details of internal wall insulation.
c. Details of the replacement dumb waiter.
d. Details at large scale (1:10 or 1:20) of all new and replacement internal doors, including details of door handles.
The development shall be carried out in accordance with the details approved prior to the first use of the ground floor as a mix of public house and/or restaurant and shall be retained in the approved form thereafter.
The reason for the condition is:-
In interests of ensuring that the interventions proposed enhance the special character of the Listed Building, in accordance with Core Strategy (2015) Policy CS10 and Local Plan Part 2 (2021) Policy E5. |
5. | No works to the interior of the building, including any stripping out works, shall take place until such time that a method statement for the repair/alterations/refurbishments of the two bars has first been submitted to and approved in writing by the Local Planning Authority. The works to the two bars shall be carried out in strict accordance with approved method statement.
The reason for the condition is:-
The bars are focal features of the listed building and intrinsic to the uses proposed and further information is required to ascertain exactly how the bars will be repaired; in accordance with Core Strategy (2015) Policy CS10 and Local Plan Part 2 (2021) Policy E5. |
6. | All radiators shall be retained on both the ground floor and the first floor unless otherwise agreed in writing by the Local Planning Authority.
The reason for the condition is :-
The radiators are positive features of the Art Deco interior of the Listed Building and should be retained to carry on contributing to its special interest; in accordance with Core Strategy (2015) Policy CS10 and Local Plan Part 2 (2021) Policy E5. |
7. | No use of the ground floor as a public house / restaurant shall take place until such time that a scheme for a kitchen extractor system has first been submitted to and approved in writing by the Local Planning Authority. The scheme submitted shall include:
a. The exact location of the equipment on a plan.
b. Relevant noise data sheets and any measures required to control noise from the equipment.
c. Full details of the odour management/ filtration system of the equipment.
The scheme as approved shall be installed, used and maintained in accordance with the manufacturer's specification/instructions prior to the commencement of use of the equipment and shall be maintained thereafter for so long as the uses continues.
The reason for the condition is :-
To control the noise or odour emitted from the site in the interests of residential amenity; in accordance with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policies A1 and R7. |
8. | All original external and internal historic features, part of the special character of the heritage asset (including buttresses, brickwork, joinery of historic importance, etc) should be preserved and protected from any damage throughout the works. Any damaged fabric should be repaired in a like-for-like manner with relevant matching materials and techniques within 28 days of the occurrence of damage, to the satisfaction of the Local Planning Authority.
The reason for the condition is:-
To protect the special architectural and historic interest and integrity of the building as a heritage asset under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
9. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
10. | NOTES - Please read the following notes carefully:-
You are reminded that the original historic fabric of the listed building should be retained unless specifically authorised for removal by the Council as part of a listed building consent. Historic fabric which must be retained would include lath and plaster ceilings and lime plaster on walls, floorboards, original skirting boards, dado rails, cornices, fireplaces, and any other surviving historic fabric. Where these elements are in poor condition, repair on a like-for like basis could be undertaken by competent workers, with the minimum amount of intervention to the historic fabric. You are reminded that the installation of new internal and external lighting, service routes and risers fixed to the building will in most cases require listed building consent. Any proposals for these particular works must be first approved by the Council as part of a listed building consent before they are installed within the listed building. |
