1.The development shall be retained in accordance with the following plans and documentation received by the Local Planning Authority: - Site Location Plan; unreferenced, scale 1:1250 dated 8 Jan 2025 - Block Plan showing flood light positions; drawing reference: Dog Field at Grange Farm Block Plan, dated 16 Jan 2025 - Lighting Assessment; document reference: Bell Lighting, Project number LD5118, dated 03.01.2025 - Flood light photos in terms of front and side elevations The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
2.The floodlighting shall be retained in strict accordance with the details submitted and approved within this application and there shall be no variation thereof without first receiving the express written permission of the local planning authority. The operation of the lighting shall at no time be in excess of the illumination lux limits set out within the submitted Lighting Assessment from Bell Lighting ref. LD5118 (referred to in condition 1) which has established the accepted illumination field used in the determination of this application and the lighting colour shall be restricted to 2700K. The reason for the condition is: - In the interests of residential amenity to avoid unacceptable light spillage beyond the boundaries of the dog walking paddock; in accordance with Core Strategy Policy CS9 and Local Plan Part 2 (2021) Policies A1 and E6.
3.No external lighting shall be installed other than in accordance with the details submitted and approved within this application. No part of the source of the illumination shall at any time be directly visible to users of the adjacent public highway nor at any time cause glare beyond the site boundaries. The reason for the condition is: - In the interests of highway safety and to protect the intrinsically dark sky character; in accordance with Core Strategy (2015) Policy CS16 and Local Plan Part 2 (2021) Policy E6.
4.The floodlighting hereby approved shall be limited to the following operating hours: 05:00 - 21:30 on any day from Monday to Sunday including Public and Bank Holidays. The reason for the condition is :- In the interests of residential amenity, for the Local Planning Authority to retain control over the development and to mitigate the impact upon dark skies; in accordance with Core Strategy (2015) Policy CS9 and Local Plan Part 2 (2021) Policies A1 and E6.
5.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
6.NOTES - Please read the following notes carefully:- The applicant is reminded about the requirement to comply with condition 5 of planning permission 06/21/0727/CU which states: "Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 as amended (or any order modifying, reenacting or otherwise altering that order), there shall be no external lighting erected at the site whatsoever without the prior express written permission of the Local Planning Authority. The reason for the condition is :- To ensure protect the value of the landscape and its dark skies character."
