| 1. | Time Limit:
The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | Approved Plans and Documents:
The development shall be carried out in accordance with the following approved plan and details:
- Existing and Proposed Floor Plans and Site Location Plan; ref. GJ/24/2153 03 Rev F
- Flood Risk Assessment; prepared by Evans Rivers and Coastal Ltd, Report Ref: 3596/RE/11-24/01 dated November 2024

| 3. | Flood Risk Measures (prior to occupation):
The development hereby permitted shall be carried out incorporating the measures included within section 8 of the Flood Risk Assessment; prepared by Evans Rivers and Coastal Ltd, Report Ref: 3596/RE/11-24/01 dated November 2024, including the Flood Warning and Evacuation Strategy. A Water Entry Strategy shall be adopted across the ground floor, and the occupants shall register with the Agency's Flood Warnings Direct and prepare a Family Flood Plan. These measures shall be implemented prior to the first occupation of the development hereby permitted, and retained thereafter.
The reason for the condition is :- To ensure that mitigation measures are undertaken as the property is located within an area at risk of flooding, as in accordance with policies CS13 of the Core Strategy, and E1 of Local Plan Part 2. |
| 4. | Refuse Bin storage (prior to occupation):
Prior to first occupation of the development, provision should be made for the storage of bins in the rear yard, as indicated on drawing ref. GJ/24/2153 03 Rev F. This provision shall be retained as such thereafter.
The reason for the condition is :- To ensure provision is made to prevent an impact on visual and residential amenity, to accord with policies CS09 of the Core Strategy and A1 of the adopted Great Yarmouth Local Plan Part 2. |
| 5. | Maximum Occupancy:
The House of Multiple Occupation hereby permitted shall not be permanently occupied by more than 5 people at any one time.
The reason for the condition is :- To mitigate the impact on neighbours and parking pressures resulting from any intensification of the use, and to ensure that an adequate amount of shared facilities are provided to accord with policies A1, H12 and I1 of the adopted Great Yarmouth Local Plan Part 2. Additionally to ensure that there is no increase in recreational habitat impact, in accordance with GSP4. |
| 6. | NOTES - Please read the following notes carefully:-
Hours of Work:
Due to the close proximity of other residential dwellings and businesses, the hours of any construction or refurbishment works should be restricted to reduce the likelihood of noise disturbance to:
0730 hours to 1830 hours Monday to Friday
0830 hours to 1330 hours Saturdays
No work on Sundays or Bank Holidays.
The approved plan shall remain in place and be implemented throughout each phase of the development.
Asbestos Note:
The developer is reminded that prior to any refurbishment commencing on site the building/s to be refurbished are required to be surveyed for the presence of asbestos containing materials in accordance with the Control of Asbestos Regulations 2012. Any asbestos containing materials which are identified shall be managed or removed in accordance with the above regulations and waste regulations. Failure to comply with these regulations could result in prosecution by the relevant authority.
The uncontrolled refurbishment of buildings could result in the contamination of soils on site and in the vicinity of the demolition. This could cause the investigation of the site under Part 2A of the Environmental Protection Act 1990, which may result in the determining of the site as Contaminated Land.

House in Multiple Occupation (HMO):
The property will come under the requirements for mandatory licencing under the Housing Act 2004, based on the number of letting bedrooms and the sharing of basic facilities. The owner must apply for an HMO licence, or an offence will be committed under Section 72 of the Housing Act 2004. The owner must ensure that the property has sufficient amenities and has adequate fire prevention measures and fire detection system installed. The owner must ensure that the property complies with amenity levels and fire safety by liaising with the local authority Environmental Health Services.
