1.The proposed flat roof side extension is higher than the eaves of the existing flat roof extension which creates a disjointed connection and unattractive front and side elevation of the dwelling and has a overbearing and dominant effect on the side of the dwelling contrary to Local Plan Core Strategy Policy CS09, Local Plan Part 2 Policy H9 and NPPF paragraph 135.
2.The proposed extensions and proposed parking provision does not meet The Norfolk County Council parking standards for four or more bedrooms due to the internal size of the proposed garage not meeting the minimum size requirements to be classed as a parking space. The scheme also does not allow for manoeuvring within the site to allow for vehicles to enter and exit the site in a forward gear which with Beccles Road being a Primary Route, with a speed limit of 40mph would not comply with Local Plan Core Strategy Policy CS16, Local Plan Part 2 Policy I1 and should be refused in accordance with NPPF paragraph 113 and Paragraph 116.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
