1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on 9 August 2024 - SRMA-CF-ZZ-XX-DR-A-0570_Rev. P2 - Scouts Location Plan - 3806-LAN-ZZ-XX-DR-L-1002_Rev. P01 - Landscape Proposals The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The use of the land the subject of this permission shall be limited to use under Use Class F2(b) of the Town and Country Planning (Use Classes) Order 1987, as amended (or revoked, modified or amended in any successive legislation). The use of the site shall be undertaken for scouting and guiding use only, and for no other purpose, and shall be used only in associated with the activities of the adjacent scout hall on Staithe Road, Martham. The reason for the condition is :- To secure the use of the land in line with the proposed use as applied for, and to avoid potential impacts caused by other uses within the same use class, to justify the loss of the gest and most versatile agricultural land, and to ensure there is no loss of the community facility, in accordance with policies CS6, CS12 and CS15 of the Core Strategy, and policies A1 and C1 of the Local Plan Part 2.
4.The approved boundary treatments around the site shall be implemented in accordance with drawing [ 3806-LAN-ZZ-XX-DR-L-1002_Rev. P01 ], in full, prior to commencement of the use for the purposes hereby approved, and shall be retained as such thereafter. The reason for the condition is :- In the interests of the visual amenities of the locality and to provide a suitable design for the approach to the setting and access into the development to the north, and to provide appropriate security and privacy to the uses within the application site, in accordance with policies CS9, CS11 and CS15 of the Core Strategy and policies A1, C1 of the Local Plan Part 2.
5.The approved landscaping and new hedge planting to be provided around the site shall be implemented in complete accordance with drawing 3806-LAN-ZZ-XX-DR-L-1002_Rev. P01 - Landscape Proposals, in full, prior to commencement of the use for the purposes hereby approved, and shall be retained and maintained as such thereafter. The reason for the condition is :- In the interests of the visual amenities of the locality and to provide improved landscaping and setting of the access into the development to the north, and to provide appropriate security and privacy to the uses within the application site, in accordance with policies CS9, CS11 and CS15 of the Core Strategy, and policies A1, E4 and C1 of the Local Plan Part 2.
6.If within a period of TEN years from the date of planting, any plant, or shrub or plant or shrub planted in replacement for it, which is removed, uprooted or is destroyed or dies, (or which becomes, in the opinion of the local planning authority, seriously damaged or defective) shall be replaced by another shrub or plant of the same species and size as that originally planted which shall be planted at the same place, unless the local planning authority gives its prior written consent to any variation. The reason for the condition is :- In the interests of the satisfactory appearance of the development and maintained landscaping assets, and promotion of biodiversity and ecology in accordance with Policies CS9, and CS11 of the Core Strategy, and policies A1, E4 and C1 of the Local Plan Part 2.
