| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority:
- Site Location Plan; Proposed Elevations and Floor Plans; drawing reference: ARC2405-200UK -03 Rev.A
- Foundation Design Calculations; document reference: 25114 1000 Rev: 01
- Arboricultural Impact Assessment (Target Trees dated 03-03-2026)
The reason for the condition is:-
For the avoidance of doubt of what has been approved and in the interests of proper planning. |
| 3. | No development shall take place other than in strict accordance with construction mitigation measures set out in the Arboricultural Impact Assessment (Target Trees dated 03-03-2026).
For the avoidance of doubt, the following mitigation measures shall be implemented:
- Protective fencing shall be installed as shown on drawing AIA-MHH-2026 contained within the Arboricultural Impact Assessment prior to any works taking place. The protective fencing shall be retained throughout the course of the construction works.
- Supervised hand digging shall take place where the proposed foundations fall within Root Protection Areas of Id2. Photographs of the dug foundations shall be provided to the Council's Arboricultural Officer prior to any concrete being poured into the foundation.
- No construction access shall be provided into the Root Protection Areas behind the proposed protective fencing.
- No storage of any construction materials shall take place within the Root Protection Areas
- Ground protection matting shall be placed over the grassed area where the access route crosses the Root Protection Areas of trees.
The reason for the condition is :-
In the interest of mitigating the impact on the proposal on surrounding trees; in accordance with Local Plan Part 2 (2021) Policy E4 and Emerging Local Plan Policy NAT10. |
| 4. | The outbuilding hereby permitted shall only be used for the garaging of vehicles and for private domestic storage in association with the occupiers of Mill Hill House only. No commercial storage or activities shall take place from the outbuilding.
The reason for the condition is :-
For the avoidance of doubt and in the interests of highways safety and minimising traffic impacts because the access to the parking court and manoeuvring within it are restricted (in accordance with policy CS16). |
| 5. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
