1.The proposed extension would create an overly dominant and visually intrusive rear massing which is prominent within the street scene due to the separation between the host dwelling and the neighbouring dwelling to the north-east (No. 5 Filby Close). The size and massing of the proposed extension is dominant, and unsympathetic to the host dwelling and the character of the of the area. This is contrary to Local Plan Core Strategy Policy CS09, Local Plan Part 2 Policy H9 and NPPF Paragraphs 135 and 139.
2.The proposal would have an unacceptable impact on the residential amenity of neighbouring occupiers, contrary to Local Plan Part 2 Policies A1 and H9.The proposed extension would located in close proximity to the neighbouring dwelling to the south-west (No. 3 Filby Close) and due to the scale and mass of the proposed extension it would create result in an increased sense of enclosure, loss of daylight and overshadowing to the window at first floor on the rear elevation of the adjoining property.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
