1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority:
- Site Location Plan, received 08.10.2024
- Block Plan, received 08.10.2024
- 553-01c Existing and Proposed Plans and Elevations, received 07.10.2024

For the avoidance of doubt. |
3. | Dog drop-offs and collections to and from the site shall be undertaken only by pre-booked appointment and each appointment shall be set to commence no less than 15 minutes after a prior appointment has concluded. The number of dogs permitted at any one time will be restricted to 1 dog, unless there is more than one dog from the same household, in which case there shall be no more than 3 dogs allowed at the premises at any one time. The applicant shall maintain a logbook detailing appointments and visitors to the site. The logbook shall be maintained for the duration of the use hereby permitted and shall be made available for officers from the Local Planning Authority to view at all times.
The reason for the condition is:-
To ensure that number of visitors remains proportionate to the number of car parking spaces available on site to minimise the potential for vehicle conflict in the interests of highway safety, and to minimise the disturbance to surrounding properties in the interests of neighbouring amenity, in accordance with Core Strategy (2015) Policies CS09, CS16 and Local Plan Part 2 (2021) Policies A1 and I1. |
4. | Car parking for the development hereby permitted shall be restricted to the space(s) shown for the specific purpose on approved layout plan 553/01c, and shall not at any time utilise spaces required for the public house.
The reason for the condition is:-
To minimise impacts on the local highway network and residential amenity, in accordance with Core Strategy (2015) Policies CS09, CS16 and Local Plan Part 2 (2021) Policies A1 and I1. |
5. | The rear access door shown to be used for the development hereby permitted shall not be used for any other purpose than as a fire escape door as shown on approved layout plan 553/01c.
The reason for the condition is:-
To minimise impacts on the operation of the adjoining public house and to minimise disturbance to residential amenity, in accordance with Core Strategy (2015) Policies CS09, CS15 and Local Plan Part 2 (2021) Policies A1 and C1. |
6. | The development hereby permitted shall not be commenced until such time as suitable locations and capacity of refuse storage has first been submitted to and agreed in writing by the Local Planning Authority, and shall be undertaken in accordance with the details as approved.
The reason for the condition is:-
To minimise impacts on the operation of the adjoining public house and to minimise disturbance to residential amenity, in accordance with Core Strategy (2015) Policies CS09, CS15 and Local Plan Part 2 (2021) Policies A1 and C1. |
7. | Prior to the first use of the development hereby permitted the proposed on-site parking/turning area shall be laid out, demarcated and labelled for the use by the grooming parlour, levelled, surfaced and drained in accordance with the approved plan (Dwg No. 553/01c) and retained thereafter available for that specific use.
The reason for condition is:-
To ensure the permanent availability of the parking/ manoeuvring areas, in the interests of satisfactory development and highway safety. |
8. | The use of the premises and appointments for customers shall not take place outside the hours of use listed below:
09:00 - 18:00 - Monday to Friday
09:00 - 18:00 -Saturdays
09:00 - 18:00 - Sunday and Bank / Public Holidays
The reason for the condition is:-
To ensure the use operates in the manner proposed, and to enable the Local Planning Authority to retain control over the site and its intensity of use, in the interests of neighbouring amenity and highway safety, in accordance with Core Strategy (2015) Policies CS09 and CS16. |
9. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
