1.The application site is located outside the development limits and the proposal is not for a use which is considered to be for the purposes for agricultural or forestry development. The proposal therefore does not fall into one of the exemptions allowed by Policy GSP1 and constitutes development within the countryside. The application is therefore contrary to Core Strategy (2015) Policy CS2 and Local Plan Part 2 (2021) Policy GSP1.
2.The caravans are temporary in appearance and are not sited to mitigate their impact on the surrounding landscape and have an urbanising impact. The proposal represents a development which is out of keeping with the surrounding landscape and out of character with the surrounding rural countryside. The application is therefore contrary to Core Strategy (2015) Policies CS9 and CS11.
3.The application is supported by insufficient information with regards to foul drainage and no information has been provided to demonstrate that adequate foul water treatment and disposal infrastructure already exists; or that the necessary infrastructure can be provided in time to serve the proposed development. The application is therefore contrary to Local Plan Part 2 (2021) Policy I3.
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
