1.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 10th June 2024: - DR-A-2000.1_C8 Proposed Site Layout - 2710-C2 Elevations Type 1262 - 2710-C2 Elevations Type 979 (bungalow) - 2710-C2 Elevations Type 979 (3b bungalow) - 2710-C2 Elevations Type 859 (semi) - 2710-C2 Elevations Type 663 (terrace) - 2710-C2 Elevations Type 663 (semi) - 2710-C1 Elevations Type 1659 (render) - 2710-C1 Elevations Type 1437 (brick) - 2710-C1 Elevations Type 1295 - 2710-C1 Elevations Type 1087 - 2710-C1 Elevations Type 1015W - 2710-C1 Elevations Type 1015-SSC - 2710-C1 Elevations Type 980 (semi) - 2710-C1 Elevations Type 897 (semi) - 2710-C1 Elevations Type 840 (bungalow) - 2710.1-C1 Elevations Type 1437 (render) - 2705-C2 Elevations Type 980 (brick) - 2703-C1 Elevations Type 1659 (brick) And the development shall both continue to be constructed and retained in strict accordance with the following plans approved by the Local Planning Authority as part of Planning Permission 06/19/0697/D: - Ingleton Wood General Arrangement drawing: Hopton IWD-XX-XX-DR-A-2000.1 revision p14 received 23.7.20 and House design drawings: - 2502 to 2504 inclusive all revision P2 and 2506 to 2518 inclusive all revision P2, all received 15.1.20 - 2505 revision P3, 2519 to 2527 inclusive all revision P3 and 2531 revision P1, all received 17.4.20 - garage drawings 2528 to 2530 inclusive all revision P1 received 15.1.20 and - landscape drawings JBA19-113-01 to 11 inclusive, all revision F received 23.7.20. and - drainage drawings RLC-00-00-DR C-001 revision P4, RLC-00-00-DR C002 revision P4, Section 104 General arrangement: C-030 revision P3 all received 22.7.20. The reason for the condition is:- For the avoidance of doubt.
2.There shall be no occupation of Plots 71-77 until the provision of ducting with "pull throughs", is carried out in strict accordance with the un-referenced drawing submitted on the 12th May and approved by the LPA under application 06/22/0218/CD. The temporary capping of the ducts shall also be carried out in accordance with the details as approved as part of 06/22/0218/CD. The reason for the condition is:- To make passive provision for future electric vehicle ownership.
3.Before occupation of any dwelling the woodland walks shall be provided and made available for use in strict accordance with the details shown on drawing 19/11321 Revision B received on the 12th May 2022 and approved by the Local Planning Authority under application 06/22/0218/CD, and shall be retained as such thereafter. The reason for the condition is :- To ensure circular walks are available assisting in reducing impact from recreational activities on wildlife sites.
4.The dwelling plots within the development hereby permitted shall be constructed with improved fabric performance in strict accordance with the noise mitigation and protection measures and construction standards information received on the 11th May 2022 and approved by the Local Planning Authority under application 06/22/0218/CD. The reason for the condition is :- To ensure that the plots identified as being at risk from night time noise levels in excess of WHO standard noise are protected through improved fabric performance as areas of the site close to the A47 trunk road are regarded as a high noise environment, where fabric enhancement can address excess noise.
5.Access to the sustainable water drainage basin feature shall be restricted by measures to be installed in strict accordance with the details approved in writing by the Local Planning Authority under application 06/22/0788/CD, as listed below: - Sustainable Drainage Scheme safety review (Dated June 2022, received 21/09/2022) - Detailed soft landscape proposals for plots and POS (19/113-13(F)) (received 21/09/2022 - Detailed hard landscape proposal for plots and POS (19/113-24(I)) (received 18/11/2022) - Signage proposals (received 01/11/2022) Where possible, the recommendations stated on page 6 of the Sustainable Drainage Scheme (SuDS) safety review should be taken into consideration and the applicant should consider measures to reduce the risk associated with the SuDS feature, in accordance with the RoSPA recommendations. Additionally, the drainage adoptee should post-audit the as-built condition of the lagoon against the RoSPA recommendations. The reason for the condition is :- To ensure public safety in and around the waterbody and vest the risk other than with the public purse.
6.The planting scheme to be provided in the development shall be implemented to the timetable and maintenance programme in accordance with the Green Infrastructure Management Plan received 17th April 2020 with reference to drawing BA 19/113 Rev A as approved under application 06/19/0697/D. The reason for the condition is:- To ensure the ongoing maintenance of green infrastructure.
7.The development shall be constructed to include the features for water efficiency detailed within the scheme for water consumption management to achieve 110 litres per person per day, as received on the 27th April 2022 and approved by the Local Planning Authority under application 06/22/0218/CD. The reason for the condition is:- Policy E7 requires that new residential development will only be supported where it meets a water efficiency standard of 110 litres per person per.
8.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) no roof windows, dormers or roof-lights shall be constructed on any rear facing roof of the development without the prior consent of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over roof windows in the interests of residential amenity.
9.The development hereby permitted shall be undertaken in strict accordance with the details of the materials to be used in the construction of wall surfaces and roofing as shown on the drawing received on the 28th April 2022 and approved by the Local Planning Authority under application 06/22/0218/CD. The reason for the condition is:- While a material schedule was submitted it refers to generic materials and Local Plan Part 2 Policy A2 and supplementary planning document 'Great Yarmouth Design Code' Policy CI4 expects housing development proposals to demonstrate high quality design and the use of materials and which reflect local vernacular.
10.The boundary wall, gates, and alterations required to facilitate the substation shall be retained in strict accordance with the details shown in drawing reference GTC-E-SS-0012-R2-1 which was received on the 3rd May 2022 and approved by the Local Planning Authority under application 06/22/0218/CD. The reason for the condition is:- To ensure the development is retained in accordance with the details as approved, to protect the visual amenity of the area in line with Core Strategy CS9 and Local Plan Part 2 A2.
11.There shall be no installation of any air source heat pump within the development hereby permitted until an appropriate assessment against the MCS Planning Standards, or equivalent standards, has first been undertaken for all air source heat pumps proposed and thereafter shall be submitted to and approved in writing by the Local Planning Authority before the installation of any air source heat pumps. The MCS planning standards assessment should be carried out with regard to the requirements of the MCS 020 Assessment Form for 'Planning Standards for Permitted Development Installations of Wind Turbines and Air Source Heat Pumps on Domestic Premises'. The assessment information should be accompanied by an appropriate maintenance schedule for the units hereby approved. Where the assessment shows the expected noise levels do not satisfy the relevant criteria, the appropriate assessment shall include suitable mitigation to reduce noise to equivalent levels, and shall include full details of those measures to be included in the development. Where two air source heat pumps are proposed to be placed back-to-back, a combined MCS 020 Assessment must be provided to assess and demonstrate mitigation for the cumulative noise impact that will arise as a result of both ASHP's sitting closely together. Notwithstanding the positions of the heat pumps shown on Layout Plan DR-A-2000.1_C8, the location of the air source heat pumps will, if necessary, be amended, in order to ensure the units meet the maximum noise level criteria of 42dB, as set out within the MCS 020 assessment. These details shall be submitted to and approved by the Local Planning Authority before the installation of any air source heat pumps. The installation of air source heat pumps and any required mitigation measures shall thereafter be undertaken in strict accordance with the approved details, and shall thereafter be retained and maintained in accordance with the approved details and manufacturer's guidance for the duration of the use of the air source heat pumps in situ. The reason for condition is:- In the interests of protecting residential amenity from specific and cumulative noise impacts, in accordance with Local Plan Part 2 Policy A1 and in the interests of consistency with the requirements of criteria 'c' of Condition G.3 of Class G of Part 14, Schedule 2 of The Town and Country Planning (General Permitted Development) (England) Order 2015, as amended. As this technical expectation is required to be met for permitted development proposals, it is considered necessary that the same assessment is undertaken to mitigate any adverse impacts on amenity, where proposals are not permitted development. Note to Applicant - the Town and Country Planning (General Permitted Development)(England) order 2015 (as amended) defines the "MCS Planning Standards" as the standards specified in the Microgeneration Certification Scheme for air source heat pumps (being MCS 007), which is currently Version 2.4 dated 16th December 2013, an electronic copy of which can be found at: http://www.microgenerationcertification.org/mcs-standards/product-standards/10-mcs-standards/126-productstandards-2. A copy of the MCS Planning Standards may also be inspected at the Department of Energy and Climate Change, 3 Whitehall Place, London, SW1A 2HH.
