1.The development hereby approved detached garage with store room at the first floor by this Planning Permission shall be carried out and retained in accordance with the following revised plans received by the Local Planning Authority on 15 July 2024: -Plan A24-0003 Drawing No. 002 Revision A, entitled Plans, Elevation and Site Plan (submitted as Site Location Plan, Existing and proposed Block Plans and Proposed Floor and Elevation Plans), Dated 25 June 2024 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
2.The detached garage with store room at the first floor approved by this Planning Permission shall only be used for purposes incidental to the occupiers of the main dwelling house on the land's, namely 18 Waveney Road, Great Yarmouth, reasonable enjoyment of their home. The reason for the condition is:- In the interests of the residential amenities of the occupiers of adjacent property.
3.The detached garage with store room at the first floor approved by this planning permission must not be used to provide residential accommodation or overnight sleeping accommodation at any time. The reason for the condition is:- The application site is located within Flood Zone Three and no information has been submitted with the application to evidence that the building could be used safely as residential or overnight accommodation in the event of a flood. A sequential test would need to be carried out and A Flood Risk Assessment for residential use, outlining any mitigations in the event of a flood including the required Flood Warning and Evacuation plan would be required to ensure there was no harm from the proposed use as required by Local Plan Core strategy Policy CS13 and Local Plan Part 2 Policy E1.
4.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
5.INFORMATIVE NOTES:- Please be advised that the outbuilding herby approved does not meet the requirements for permitted development due to the extension being more than single storey, and the ridge not being under 2.5m high within 2m of the boundary. Therefore planning permission was required for this development.
