1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on 15th August 2024: -Plan no. 334.00, entitled Site Location / Block Plan, dated April 2024 -Plan no.334.03, entitled Proposed Alterations to Dwelling Plan and Elevations (submitted as Proposed Floor, Elevations and Perspective Plans), dated April 2024 The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The materials to be used in the development hereby permitted shall match those of the existing building in accordance with the details stated in the application form. The reason for the condition is :- In the interests of the visual amenities of the area.
4.Prior to the installation of any new drainage, or any alterations to the existing drainage system within the property, full details of the means of surface water disposal should be submitted to and approved in writing by the Local Planning Authority. The development should thereafter be undertaken in strict accordance with the details as approved. The reason for the condition is: - To prevent additional loading to groundwater and increased risks from coastal erosion and ground instability, in accordance with policy GSP4 of the Local Plan Part 2.
5.Prior to the commencement of the use hereby permitted the existing vehicular access (off California Avenue) shall be widened to a minimum width of 6.5 metres in accordance with the Norfolk County Council residential access construction specification. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. The reason for the condition is: - To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interests of highway safety and traffic movement.
6.Prior to the first use of the development hereby permitted the proposed access and on-site car parking area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking area, in the interests of satisfactory development and highway safety.
7.INFORMATIVE NOTES: The Applicant and Developer should have regard to the following Advisory Notes:- 1. Public highway works - This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the Applicant's responsibility to ensure that in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Development Management Group, tel: 0344 800 8020 or email: developer.services@norfolk.gov.uk If required, street furniture will need to be repositioned at the Applicant's own expense.# Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer. 2 - Hours of construction works - Due to the close proximity of other residential dwellings and/or businesses, the hours of any construction or refurbishment works that are audible outside of the boundary of the site should be restricted to reduce the likelihood of noise disturbance to: 0730 hours to 1830 hours Monday to Friday 0830 hours to 1330 hours Saturdays No work on Sundays or Bank Holidays.
