| 1. | Condition 20 requires that details of a soft landscaping scheme are submitted to and approved in writing by the Local Planning Authority and that the approved soft landscaping scheme is implemented in accordance with the approved details prior to occupation. Therefore, condition 20 cannot be discharged and the application must be refused. |
