| 1. | The changes are not considered to be non-material amendments by virtue of the cumulative impact of the visual changes to the development and the additional impacts that could be created on amenity of future and neighbouring occupants as a result of introducing new forms of development which would not be able to be installed under permitted development were the buildings to have already been completed and occupied as residential dwellings. As such the non-material amendment application should be refused and a full planning permission should be sought, perhaps through a minor material amendment and/or revision of approved plans through Section 73 of the Town and Country Planning Act 1990. |
