1.The proposed erection of a 2m fence along the boundary that sits adjacent to the highway would result in a harsh feature being introduced to the street scene which is harmful to visual amenity and out of character for the surrounding area. Low 1m boundary treatments are part of the local vernacular and creates harmony within the street as the fences and brick walls all generally sit at the same height. The proposal would disrupt and cause a harsh change which would appear as visually jarring. In addition to this the proposed boundary treatment would negatively impact the dwellings relationship with the road and would reduce levels of visual activity. The proposal therefore fails to protect the relationship between buildings and streets, ensure attractive street scenes or reinforce local identity. The proposal fails therefore to comply with Core Strategy (2015) Policy CS9, Local Plan Part 2 Policy H9, The Great Yarmouth Design Code (January 2024) and and Paragraph 135 of the NPPF (December 2023).
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
