| 3. | Construction Management Plan:-
The development hereby permitted shall be carried out in strict accordance with the approved Construction Management Plan (document ref: EME-DOC-09 Revision B) including the Traffic Management, parking and wheel washing measures proposed therein. On-site car parking for construction workers shall be provided and maintained throughout the duration of the construction period in strict accordance with the details as approved.
Reason: In the interests of maintaining highway efficiency and safety and residential amenity, in accordance with adopted policies CS01, CS09 and CS16 of the Great Yarmouth Core Strategy (2015) and A1 and A2 of the Great Yarmouth Local Plan Part 2 (2021). |
| 4. | Construction Working Hours:-
Where construction works would be audible at the site boundary of the closest residential property to the activities to be undertaken, to the extent that they may be considered a potential noise nuisance, there shall be no construction works undertaken outside the hours of:
0800 - 1700 Monday to Friday,
0900 - 1300 Saturdays,
and no works shall take place at all on Sundays and bank/public holidays.
For the avoidance of doubt, this restriction need not apply to those activities which are not of an unacceptable level of noise at the site boundary of the closest residential property outside the development affected by the noise.
Reason: In the interests of maintaining existing residential amenity, in accordance with adopted policies CS09 of the Great Yarmouth Core Strategy (2015) and A1 of the Great Yarmouth Local Plan Part 2 (2021). |
| 5. | Materials Palette:-
The external materials to be used in the development hereby permitted shall be provided in strict accordance with the details for each dwelling / plot as set out in the approved plans for that dwelling (in accordance with the approved drawings listed under Condition 2 of this permission) and the approved External Materials Schedule ref: EME-SCH-01 rev. B dated 26th March 2026.
Reason: To provide a satisfactory visual appearance of the development in accordance with adopted policies CS09 of the Great Yarmouth Core Strategy (2015) and A2 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document. |
| 6. | Tree and Hedge Protection Measures - Pre-commencement condition:-
No development shall take place whatsoever, including any site clearance works or archaeological investigations, until all protection measures to be installed around all the trees and hedges shown to be retained in the Arboricultural Impact Assessment (AIA) report dated 26 January 2024, have first been provided in full, in strict accordance with the details shown in the approved AIA Appendix 4 (Tree Protection Plan) and AIA Appendix 5 (Arboricultural Method Statement) therein.
All protective fencing shall be erected in accordance with BS 5837:2012 prior to commencement of construction works, and shall be retained and maintained in full throughout the construction phase of the development. The development shall be undertaken in strict accordance with the measures set out in the AIA Appendix 5 Arboricultural Method Statement.
Reason: To protect the visual amenity, ecological interests and biodiversity of the site and its trees and landscaping, including those designated under Tree Preservation Order no. 1 2019, in accordance with adopted Policies CS9 and CS11 of the Great Yarmouth Core Strategy (2015) and policy E4 of the Great Yarmouth Local Plan Part 2 (2021), and paragraph 136 of the NPPF 2024 and the adopted Great Yarmouth Design Code Supplementary Planning Document.
This is a pre-commencement condition requiring actions in the interests of ensuring the continued health and protection of trees and public visual amenity and to avoid unnecessary costs to the developer related to later remediation. |
| 7. | Biodiversity Method Statement - Pre-commencement condition:-
There shall be no commencement of development whatsoever (including any demolition, ground works or site clearance) until a Biodiversity Method Statement has first been submitted to and approved in writing by the Local Planning Authority.
The content of the method statement shall include the following:
(i) Purpose and objectives for the proposed works,
(ii) Detailed designs and/or working methods necessary to achieve the stated objectives,
(iii) Extent and location of proposed works shown on appropriate scale maps and plans,
(iv) Timetable for implementation, demonstrating that works are aligned to the proposed phasing of construction,
(v) Persons responsible for implementation of the works,
(vi) Initial aftercare and long-term maintenance (where relevant), and,
(vii) Disposal of any wastes arising from works.
The development shall thereafter be carried out in strict accordance with the approved details and to the timeframes for delivery contained therein.
Reason: In the interests of protecting and enhancing the development's existing landscape, biodiversity and ecological interests, in accordance with adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015), and policies A2 and E4 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document.
This is a pre-commencement condition to ensure the development includes suitable safeguards for the ecological interests of the development, and mitigation to address the likely impacts associated with the construction period of the development, and provide appropriate enhancement within the design of the development. |
| 8. | Archaeological Investigations - Pre-commencement condition:-
Part (A)
No development shall take place whatsoever until an archaeological Written Scheme of Investigation (WSI) has first been submitted to and approved in writing by the Local Planning Authority. The scheme shall include an assessment of significance and research questions, and details of the following:
1) The programme and methodology of site investigation and recording,
2) The programme for post investigation assessment,
3) Provision to be made for analysis of the site investigation and recording,
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation,
5) Provision to be made for archive deposition of the analysis and records of the site investigation,
6) Nomination of a competent person or persons/organisation to undertake the works set out within the written scheme of investigation, and,
7) Any further project designs as addenda to the approved WSI covering subsequent phases of mitigation as required.
Part (B)
No development shall take place other than in strict accordance with the Written Scheme of Investigation approved under Part (A) of this condition and any addenda to that WSI covering subsequent phases of mitigation.
Part (C)
The development hereby permitted shall not be occupied until the site investigation and post investigation assessment has first been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under Part (A) of this condition and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In the interests of ensuring appropriate archaeological investigation of the site, and to ensure the full understanding and preservation of heritage assets within the site, in accordance with National Planning Policy Framework paragraph 207 and adopted policies CS10 of the Great Yarmouth Core Strategy (2015) and E5 of the Great Yarmouth Local Plan Part 2 (2021).
The condition is required as a pre-commencement action to ensure an understanding of the site at the earliest possible stage in the development, in order to avoid risks of needing expensive remedial action and adverse impacts on the delivery of the development. |
| 9. | Foul Drainage Scheme - Pre-commencement condition:-
There shall be no commencement of the development hereby permitted whatsoever until the details of a Foul Water Drainage Scheme have first been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved drainage details, and the drainage shall be installed and made available for use prior to the first residential occupation of any dwelling within the development.
Reason: To ensure there is appropriate provision of infrastructure and adequate capacity within the receiving sewer network to accommodate the flows proposed from this development, and to ensure there are appropriate precautions for on-site treatment where necessary, in the interests of minimising flood risk and watercourse contamination risks and to protect residential amenity, in accordance with the requirements of the National Planning Policy Framework and adopted policies CS01, CS09, CS11 and CS13 of the Great Yarmouth Core Strategy (2015) and policies A1, A2, E1, E6 and I3 of the Great Yarmouth Local Plan Part 2 (2021).
This is a pre-commencement condition to ensure the necessary infrastructure and impacts of the development are mitigated within the construction phase and are made available for first occupation of the development as early as possible, and to minimise the risk of requiring remedial action causing an adverse impact on the viability of the development. |
| 10. | Fire Hydrants Scheme - Pre-commencement condition:-
No development shall commence until a full or phased scheme for the appropriate provision of fire hydrants within the development has first been submitted to and agreed by the Local Planning Authority, in consultation with Norfolk Fire and Rescue Service. There shall be no occupation of any dwelling until the hydrant(s) serving the property or group of properties including that dwelling has first been provided and made available for use in accordance with the approved details, to the satisfaction of the LPA in consultation with Norfolk Fire and Rescue Service.
Reason: To ensure the development is provided with suitable safety measures and highways infrastructure, in accordance with adopted policies CS09 and CS16 of the Great Yarmouth Core Strategy (2015) and policies A1 and A2 of the Great Yarmouth Local Plan Part 2 (2021).
This is a pre-commencement condition to ensure the development includes appropriate means of water supply and fire hydrant provision in the construction designs of the site layout and to ensure that appropriate mitigation is provided in time for occupation of the dwellings, and to minimise the risk of requiring remedial action causing an adverse impact on the viability of the development. |
| 11. | Highway Works Details - Pre-commencement condition:-
With the exception of site clearance and archaeological investigations, there shall be no commencement of development until such time as detailed plans for the construction of roads, footways, cycleways, street lighting, foul and surface water drainage in the development have first been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To ensure a safe and satisfactory highway network in accordance with Policies CS9 and CS16 of the Great Yarmouth Core Strategy (2015) and policies A2 of the Great Yarmouth Local Plan Part 2 (2021) and paragraph 115 of the NPPF 2024.
This is a pre-commencement condition to ensure fundamental elements of the development that cannot be retrospectively designed and built are planned for at the earliest possible stage in the development, and to minimise the risk of requiring remedial action causing an adverse impact on the viability of the development. |
| 12. | Contaminated Land Remediation:-
The development hereby permitted shall be carried out in strict accordance with the recommendations of the approved Ground Investigation and Land Contamination Assessment, ref: TJW/22.272 dated 21 November 2022.
All water pipes shall be laid in a clean surround or within natural ground prior to the occupation of any dwelling within the development.
Reason: In the interests of protecting residential amenity and managing the environmental risks of contamination at the site, in accordance with adopted policies CS9 of the Great Yarmouth Core Strategy (2015) and A1 and E6 of the Great Yarmouth Local Plan Part 2 (2021). |
| 13. | Contaminated Land Precautions:-
In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until:
1) a report has been submitted to and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified; and,
2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors, in accordance with adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015) and A1, A2 and E6 of the Great Yarmouth Local Plan Part 2 (2021). |
| 14. | Ecology Enhancement Plan:-
With the exception of site clearance and archaeological investigations, there shall be no commencement of development until the details of an Ecological Enhancement Plan have first been submitted to and approved in writing by the Local Planning Authority.
The Ecological Enhancement Plan shall include the following details:
i. appropriate mitigation measures and management options for achieving improved ecological habitat provision on site, including (but not limited to) those recommended in the Ecological Impact Assessment by Norfolk Wildlife Services dated 26/10/2024, and the Ecological Assessment Update report 'Site validation visit, ref: 2023.262 dated 11/08/2026';
ii. protection and enhancement of bat feeding and commuting corridors;
iii. protection and enhancement of trees and shrubs, where consistent with the approved Arboricultural Impact Assessment;
iv. provision of appropriate bird nesting features, including no fewer than 10no. swift nest boxes to be included within the new buildings (which shall be positioned at least 5m above ground on a north, east of west-facing aspect);
v. provision of appropriate bat roosting features, including no fewer than 10no. bat boxes to be included within the new buildings (which shall be positioned 3m - 6m above ground in an open sunny position, preferably under eaves but away from artificial light sources and not directly above windows);
vi. provision of appropriate reptile habitat within the development's open space, and protection measures;
vii. prescriptions for management actions; and,
viii. on-going monitoring and remedial measures.
The development shall thereafter be carried out in strict accordance with the approved details and to the timeframes for delivery contained therein.
There shall be no occupation of any dwelling within the development hereby permitted until the ecological enhancement measures have first been provided and made available for use in accordance with the approved details, which shall be retained as such thereafter.
Reason: In the interests of protecting and enhancing the development's existing landscape, biodiversity and ecological interests, in accordance with adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015), and policies A2 and E4 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document.
This is a pre-commencement condition to ensure the development includes suitable safeguards for the ecological interests of the development, and mitigation to address the likely impacts associated with the construction period of the development, and provide appropriate enhancement within the design of the development. |
| 15. | Hard Landscaping Scheme:-
Notwithstanding the details indicated in the approved site layout plan / masterplan, no development shall take place beyond foundations / floor-slab / damp proof course level of any dwelling until the details of a Hard Landscaping Scheme have first been submitted to and approved in writing by the Local Planning Authority.
The development shall be undertaken in full accordance with the approved details. There shall be no occupation of any dwelling until the hard landscaping and boundary treatments at and adjacent that dwelling have first been provided in strict accordance with the details approved under this condition and as shown on approved Boundary Treatments Plan 354-22-0360 revision P10, and all elements of landscaping shall be retained and maintained as such thereafter. All hard landscaping shall be maintained thereafter in accordance with the approved details.
Reason: In the interests of the satisfactory development of the site and the visual amenities of the locality, protection of local visual amenity and to protect and maintain residential amenity, in accordance with the adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015) and policies A1, A2 and E4 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document. |
| 16. | Lighting Strategy:-
No development shall take place beyond foundations / floor-slab / damp proof course level of any dwelling until a 'Lighting Design Strategy for Biodiversity' has first been submitted to and approved in writing by the Local Planning Authority.
The strategy shall include the following details:
(a) Identify those areas and features within the site that are particularly sensitive for bats and that are likely to experience disturbance in or around their breeding sites and resting places, or along important routes used to access key areas of their territory, for example foraging; and,
(b) Show how and where external lighting shall be installed (through the provision of appropriate technical specifications) so that it can be clearly demonstrated that area to be lit will not disturb or prevent the above species using their territory or having access to breeding sites, resting places or feeding areas.
All external lighting shall thereafter be installed only in accordance with the specifications and locations set out in the approved 'Lighting Design Strategy for Biodiversity' and shall be maintained thereafter in accordance with that strategy.
Reason: In the interests of the satisfactory development of the site, protection of local visual amenity and to protect and maintain residential amenity, and to ensure biodiversity protection and enhancements in accordance with the expectations of the NPPF and adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015) and policies A1, A2 and E4 of the Great Yarmouth Local Plan Part 2 (2021). |
| 17. | Surface Water Drainage:-
The development hereby permitted shall be built in strict accordance with the submitted Drainage Strategy within the approved Flood Risk Assessment and Drainage Strategy ref: 221225 Rev: 03 dated: 14 May 2025.
The schematic drainage layout adopted must be that demonstrated in the final submitted drainage strategy drawing within the approved Drainage Strategy Plan ref: drawing no. C-001 rev. P04 dated 09 May 2025 (found at Appendix F of the approved Flood Risk Assessment and Drainage Strategy ref: 221225 Rev: 03 dated: 14 May 2025).
The approved scheme shall be provided in full and implemented and made available for use prior to the first residential occupation of the development hereby permitted, and shall thereafter be retained and maintained in sound operational working order at all times for the lifetime of the development.
Reason: To prevent flooding in accordance with the National Planning Policy Framework by ensuring the satisfactory management of local flood risk, surface water flow paths, storage and disposal of surface water from the site in a range of rainfall events and ensuring the SuDS proposed operates as designed for the lifetime of the development, and in the interests of promoting sustainable drainage and minimising flood risk, in accordance with the requirements of the National Planning Policy Framework and adopted policies CS01, CS09, CS11 and CS13 of the Great Yarmouth Core Strategy (2015) and policies A1, A2, E1 and E6 of the Great Yarmouth Local Plan Part 2 (2021). |
| 18. | Highways - Binder Course:-
There shall be no occupation of any dwelling until the road(s) and footway(s) have first been constructed to binder course surfacing level from the dwelling to the adjoining County road at Woodfarm Lane, in strict accordance with the details approved in writing by the Local Planning Authority under Condition 11 of this permission.
Reason: To provide safe and suitable access for residents and to ensure estate roads are constructed to a standard suitable for adoption as public highway, in accordance with Policy CS16 of the Great Yarmouth Core Strategy (2015) and paragraph 115 of the NPPF 2024. |
| 19. | Visibility Splay Provision:-
There shall be no residential occupation of the of the development hereby permitted until visibility splays measuring 2.4 metres x 43 metres have first been provided to each side of the access where it meets the near edge of the adjacent highway carriageway on Woodfarm Lane as indicated on 'Site Access Plan' drawing R-20-0010-006 Rev A provided within the Transport Assessment Addendum Note - Appendix B. The splay(s) shall thereafter be maintained at all times free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway.
Reason: To ensure suitable and safe access to the site and to ensure the safe and efficient operation of the local highway network in accordance with Policy CS16 of the Great Yarmouth Core Strategy (2015) and paragraph 115 of the NPPF 2024. |
| 20. | Highways - Closure of existing accesses:-
Vehicular, pedestrian & cyclist access to and egress from the adjoining highway shall be limited to the accesses shown on approved drawings 354-22-0200 rev P10 (Masterplan) and R-20-0010-006 Rev A (Transport Assessment Addendum Note - Appendix B) only.
Any other access or egress shall be permanently closed, and the footway / highway verge shall be reinstated in those locations in accordance with a detailed scheme to be first submitted to and approved in writing by the Local Planning Authority concurrently with the bringing into use of the new access.
Reason: To ensure suitable and safe access to the site and to ensure the safe and efficient operation of the local highway network in accordance with Policy CS16 of the Great Yarmouth Core Strategy (2015) and paragraph 115 of the NPPF 2024. |
| 21. | Soft Landscaping Provision:-
There shall be no occupation of any dwelling until the soft landscaping at and adjacent that dwelling has been provided in strict accordance with the details shown on the approved Soft Landscaping - Planting Plans ref 2806-23 rev. 3 and 2806-24 rev. 3, and all elements of landscaping shall be retained and maintained as such thereafter.
Reason: In the interests of the visual amenities of the locality, promoting ecological benefits within the development, to offset the loss of existing trees and hedging from the site, and to provide shading opportunities and reduce overheating in the interests of residential amenity and promoting adaptive climate designs, in accordance with adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015) and policies E4, A1 and A2 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document. |
| 22. | Highways - Works Completion:-
There shall be no occupation of the final dwelling to be occupied until all works have been carried out on roads, footways, street lighting, foul and surface water sewers in strict accordance with the specifications approved under Condition 11 of this permission, to the written satisfaction of the Local Planning Authority.
Reason: To ensure the safe and efficient operation of the local highway network in accordance with Policy CS16 of the Great Yarmouth Core Strategy (2015) and paragraph 115 of the NPPF 2024. |
| 23. | Water Efficiency Measures:-
The development hereby permitted shall include provision of Water Efficiency Measures in each dwelling sufficient to achieve a maximum of 110 litres / person / day usage in each dwelling, in compliance with Building Regulations Part G and through use of the measures proposed in the approved Water Efficiency Statement document dated 5th February 2024.
The development shall ensure that all water conservation measures are installed and made available for use prior to the first occupation of each dwelling, and the measures shall thereafter be maintained to achieve this agreed rate of water useage to ensure the required water consumption is not exceeded for the lifetime of the development.
Reason: In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to ensure sustainable use of water resources in an area of water stress, in accordance with adopted policies CS09 and CS12 of the Great Yarmouth Core Strategy (2015) and policies A2 and E7 of the Great Yarmouth Local Plan Part 2 (2021), and paragraph 8 of the NPPF 2024. |
| 24. | Electric Vehicle (EV) Charging Points:-
There shall be no occupation of any dwelling hereby permitted until that dwelling has first been fitted with an EV Charging facility in accordance with the locations shown on the approved plan 354-22-0357 rev. P5 - EV Charging Plan. The charging facilities shall be provided and made available for use prior to the first use or occupation of each dwelling, and shall be retained as such thereafter.

| 25. | Refuse Strategy:-
There shall be no occupation of any dwelling hereby permitted until that dwelling has first been provided with refuse facilities, storage and collection areas for that dwelling in full accordance with the approved Refuge and Bin Storage Plan ref 354-22-0358 P9. The refuse facilities shall be provided and made available for use prior to the first use or occupation of each dwelling, and shall be retained as such thereafter.
Reason: In the interests of providing suitable residential amenity and access arrangements for refuse collection, in accordance with adopted policies CS09 and CS16 of the Great Yarmouth Core Strategy (2015) and policies OT2, A1 and A2 of the Great Yarmouth Local Plan Part 2 (2021) and the adopted Great Yarmouth Design Code Supplementary Planning Document. |
| 26. | Replanting of Failed Landscaping:-
For the duration of a period of 5 years from the first occupation of the final dwelling of the development to be occupied, any trees or plants forming part of the new planting and approved landscaping scheme which die, are removed or become seriously damaged or diseased shall be replaced in the next immediate planting season with others of similar size and species, unless the Local Planning Authority first gives its written consent to any variation thereof.
Reason: To ensure a high-quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity and to maintain appropriate residential amenity, in accordance with adopted policies CS01, CS09 and CS11 of the Great Yarmouth Core Strategy (2015) and policies E4, A1 and A2 of the Great Yarmouth Local Plan Part 2 (2021). |
| 27. | Informative Advisory Note: Statement of positive engagement:-
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.
It is hereby acknowledged that the application has been accompanied by the appropriate and necessary legal agreement to secure the financial contributions necessary for GIRAMS Habitat Impacts Mitigation in order to pass the Appropriate Assessment required by the Conservation of Habitats and Species Regulations 2017 (as amended). |

Great Yarmouth Borough Council has a duty to ensure that roads and streets within the Borough are properly named and that the properties fronting onto them are appropriately numbered. Therefore, it is essential that once detailed planning permission has been granted, and prior to the completion of development, the developer/owner applies for an official address. This Authority has adopted the legislation set out in sections 17, 18 and 19 of The Public Health Act 1925. In common with most neighbouring local authorities, Great Yarmouth Borough Council charges for the street naming and numbering of new developments. | 35. | Informative Advisory Note: Wildlife Protection:-
The applicant is reminded that, under the Wildlife and Countryside Act 1981, as amended (section 1), it is an offence to remove, damage or destroy the nest of any wild bird while the nest is in use or being built. Planning consent for a development does not provide a defence against prosecution under this act. While trees and scrub are likely to contain nesting birds between 1st March and 31st August inclusive buildings can also support nesting birds. If works occur during the nesting period a careful check of the building by a competent ecologist should be undertaken to assess the nesting bird activity on the site during this period and has shown it is absolutely certain that nesting birds are not present. |
| 36. | Informative Advisory Note: Fire Officer Advice:-
Requirement B5: Access and facilities for the fire service -
These sections deal with the following requirement from Part B of Schedule 1 to the Building Regulations 2010:
Access and facilities for the fire service B5.
(1) The building shall be designed and constructed so as to provide reasonable facilities to assist fire fighters in the protection of life.
(2) Reasonable provision shall be made within the site of the building to enable fire appliances to gain access to the building.
Intention -
Provisions covering access and facilities for the fire service are to safeguard the health and safety of people in and around the building. Their extent depends on the size and use of the building. Most firefighting is carried out within the building. In the Secretary of State's view, requirement B5 is met by achieving all of the following:
a. External access enabling fire appliances to be used near the building.
b. Access into and within the building for firefighting personnel to both:
i. search for and rescue people
ii. fight fire
c. Provision for internal fire facilities for firefighters to complete their tasks.
d. Ventilation of heat and smoke from a fire in a basement.
e. A facility to store building information for firefighters to complete their tasks.
If an alternative approach is taken to providing the means of escape, outside the scope of this approved document, additional provisions for firefighting access may be required. Where deviating from the general guidance, it is advisable to seek advice from the fire and rescue service as early as possible (even if there is no statutory duty to consult).

| 37. | Informative Advisory Note: Anglian Water Advice:-
Notification of intention to connect to the public sewer under S106 of the Water Industry Act Approval and consent will be required by Anglian Water, under the Water Industry Act 1991. Contact Development Services Team 0345 606 6087.
Protection of existing assets - A public sewer is shown on record plans within the land identified for the proposed development. It appears that development proposals will affect existing public sewers. It is recommended that the applicant contacts Anglian Water Development Services Team for further advice on this matter. Building over existing public sewers will not be permitted (without agreement) from Anglian Water.
No building will be permitted within the statutory easement width of 3 metres from the pipeline without agreement from Anglian Water. Please contact Development Services Team on 0345 606 6087.
The developer should note that the site drainage details submitted have not been approved for the purposes of adoption. If the developer wishes to have the sewers included in a sewer adoption agreement with Anglian Water (under Sections 104 of the Water Industry Act 1991), they should contact our Development Services Team on 0345 606 6087 at the earliest opportunity. Sewers intended for adoption should be designed and constructed in accordance with Sewers for Adoption guide for developers, as supplemented by Anglian Water's requirements.
The preferred method of surface water disposal would be to a sustainable drainage system (SuDS) with connection to sewer seen as the last option. Building Regulations (part H) on Drainage and Waste Disposal for England includes a surface water drainage hierarchy, with infiltration on site as the preferred disposal option, followed by discharge to watercourse and then connection to a sewer. |
| 38. | Informative Advisory Note: Internal Drainage Board Advice:-
The site is near to the Internal Drainage District (IDD) of the Waveney, Lower Yare and Lothingland Internal Drainage Board (IDB) and is within the Board's Watershed Catchment (meaning water from the site will eventually enter the IDD). Maps are available on the Board's webpages showing the Internal Drainage District (https://www.wlma.org.uk/uploads/WLYLIDB_Index_Map.pdf) as well as the wider watershed catchment (https://www.wlma.org.uk/uploads/WLYLIDB_Watershed.pdf).
Initial testing shows that a drainage strategy reliant on infiltration is likely to be achievable on the proposed development. If for any reason a strategy wholly reliant on infiltration does not prove viable and a surface water discharge is proposed to a watercourse within the watershed catchment of the Board's IDD then we request that this be in line with the Non-Statutory technical standards for sustainable drainage systems (SuDS), specifically S2 and S4. It is recommended that the discharge from this site is attenuated to the Greenfield Runoff Rates wherever possible.
The reason for this recommendation is to promote sustainable development within the Board's Watershed Catchment therefore ensuring that flood risk is not increased within the Internal Drainage District (required as per paragraph 167 of the National Planning Policy Framework).
