1. | The application site is situated on New Road, within open farmland which provides a gap between the built-up areas of Belton and Bradwell. The dwellings scattered within this countryside setting are inconspicuous and low-level.
The extensions can be considered to significantly alter the appearance of the host dwelling. Whilst the principal of extending the dwelling can be considered acceptable in principle, cumulatively both the appearance and scale of the extensions lead to poor design and result in a dominant structure which does not maintain or enhance the character or appearance of the area. The immediate area is rural in character and the extended dwellings road frontage width coupled with different gable locations and sizes, multiple fenestration types and sizes, different ridge heights and with prominent side elevations which will be dominant features when approaching from both directions travelling along New Road, is such that the proposals result in harmful additions in terms of scale, massing and form that do not maintain or enhance the character and appearance of the area or its landscape character.
Also the number of external materials proposed does not represent a cohesive pallet of materials that complements the rural location, in particular, proposing a mix of three different wall finishes and appearances on the southern roadside elevation. This contributes to the unsatisfactory nature of the proposals.
As such the application is recommended for refusal as the extensions would have a materially harmful effect on the character and appearance of the host dwelling and the surrounding area. Consequently the proposal is contrary to Policies CS9, CS11 of the Core Strategy and H9 of the Local Plan Part 2 |
