1. | The development (Phase 4) shall be carried out in accordance with the following drawings:

Notwithstanding the above plans, the boundary treatment relating to 1 Mace Road (Plot 519 on the approved plans) shall be retained in accordance with the following plans, received on the 6th March 2024:
- Location Plan, with existing and proposed fence siting
- Evidence of fence photo 1 and photo 2
The reason for the condition is :-
For the avoidance of doubt and in accordance with the submitted details. |
2. | The development shall be undertaken in accordance with the following detailed surface water drainage scheme, approved under application ref. 06/20/0528/CD:
· Soakaway Infiltration Test Report (Harrison Geotechnical Engineering, GN20440_SA_Issue1, April 2018);
· Site Investigation Report, Phase 4 (Harrison Geotechnical Engineering, GN20440_SI_P4, July2020);

The reason for the condition is:-
To prevent flooding in accordance with the National Planning Policy Framework by ensuring the satisfactory management of local sources of flooding surface water flow paths, storage and disposal of surface water from the site in a range of rainfall events and ensuring the SuDS proposed operates as designed for the lifetime of the development. |
3. | The development shall be undertaken in strict accordance with the detailed plans of the roads, footways, cycleways, street lighting, foul and surface water drainage to be submitted to and approved in writing by the Local Planning Authority in pursuance of Condition 4 of reserved matters permission ref. 06/20/0002/D. All construction works shall be carried out in accordance with the plans and details to be so approved.
The reason for the condition is:-
To ensure fundamental elements of the development that cannot be retrospectively designed and built are planned for at the earliest possible stage in the development, and in the interests of highways safety and securing appropriate design. |
4. | Prior to the occupation of the final dwelling all works shall be carried out on roads/footways/cycleways/street lighting/foul and surface water sewers in accordance with the approved specification to the satisfaction of the Local Planning Authority.
The reason for the condition is :-
To ensure satisfactory development of the site and to ensure estate roads are constructed to a standard suitable for adoption as public highway. |
5. | Before any dwelling is first occupied the road(s)/footway(s)/cycleway(s) shall be constructed to binder course surfacing level from the dwelling to the adjoining County road in accordance with details approved under Condition 3.
The reason for the condition is:-
To ensure satisfactory development of the site. |
6. | Any trees and shrubs planted, as per the soft and hard landscaping details approved under application ref. 06/20/0528/CD, which die within 5 years shall be replaced within one year by the applicants or their successors in title.
This is notwithstanding the amended drawings relating to 1 Mace Road (plot 519).
The reason for the condition is:-
To enhance the visual amenities of the locality. |
7. | The dwellings in Phase 4 shall remain connected to the foul sewage connection/network draining to Oxford Avenue / Brasenose Avenue to the east of the site in accordance with the approved foul water details as shown in the submitted Drainage Statement Ref: 1196.04/JSH/DS/11-19 Rev A and the letter and from Anglian Water dated to the local planning authority dated 17th February 2020 and supporting drawings and shall be maintained in the approved form thereafter. At no time shall the foul drainage from the development within Phase 4 drain via the Morton Crescent pumping station.
The reason for the condition:-
In accordance with the submitted details and to ensure that there is capacity in the existing system to accommodate flows from the development without impacting upon the Morton Crescent pumping station to the north/ west of the site where capacity is constrained. |
8. | The bin storage areas shall be retained in accordance with the approved plans.
The reason for the condition is :-
To provide a properly planned development in accordance with the approved plans. |
9. | The fire hydrants shall be provided and retained in accordance with Drawing Number NS/BECC/62776/3 provided by Essex and Suffolk Water (Water Infrastructure Plan) which identifies 3 Fire Hydrants for Phase 4, as approved under application ref. 06/20/0528/CD.
The reason for the condition is :-
To ensure that adequate water provision is provided on the development to enable the local fire service to tackle any property fire. |
10. | The fences and walls to each dwelling shall be retained in accordance with the approved plans.
The reason for the condition is:-
To provide a properly planned development. |
11. | INFORMATIVE NOTES - Please read the following notes carefully:-
1. Street lighting is a concurrent power of the County, District and Parish Councils. However, it is the County Council after consultation with the Local Lighting Authority (District or Parish Council) who decides whether street lighting is required on proposed public highways. Norfolk County Council will challenge any automatic assumption that street lighting needs to be provided on part or all of the new development.
2. The fire hydrants will need to be provided at the developers expense.
3. The outline application (06/13/0652/O) is subject to the Section 106 agreement under The Town and Country Planning Act 1990.
4. The development of Phase 4 has been undertaken pursuant to previous approval of reserved matters, application ref. 06/24/0002/D. This application to vary conditions only amends the previous approval in respect of the changes made to boundary treatments at 1 Mace Road - Plot 519 - only. |
