| 1. | The tree is highly visible and makes a valued contribution to the visual amenity of the wider area in the public realm. The value of the tree would not be able to be replaced by suitable replacement trees in an area of such wider public visibility. Moreover, it has not been demonstrated whether any other means of tree works such as crown thinning/reduction or root barriers/root pruning could ameliorate the problems which the applicant has identified. The application is hereby refused as the tree is of satisfactory form, contributes positively to public amenity, and provides a significant contribution to the amenity of the area. Without evidence to the contrary, it is considered that alternative works could be undertaken to reduce some of the concerns raised in the application. Removing the tree is therefore not justified. Therefore the application fails to comply with Core Strategy (2015) Policies CS09 and CS11 and Local Plan Part 2 (2021) Policy E4. |
