1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is:- Required to be imposed pursuant to Section 18 of the Planning (Listed Building and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

3.There shall be no installation of any part of the suspended ceiling hereby permitted until full details of the proposed designs, position and methods of installation have first been submitted to and approved in writing by the Local Planning Authority. The details to be provided shall include full detailing of the attachment of the ceiling to the wall, which shall be below the picture rail and historic cornice and coving, both of which shall be undisturbed and retained in situ. The development and installation of the ceiling shall thereafter be undertaken in strict accordance with the details approved, and shall be retained as such thereafter whilst ever the suspended ceiling is required for the uses being undertaken as related to this permission. The reason for the condition is :- To ensure suitable and minimal intervention and impact on the listed building, in accordance with Core Strategy (2015) Policies CS09 and CS10, and LPP2 (2021) Policy E5, and in accordance with the Council's duty to preserve the heritage asset under section 66 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990.
4.There shall be no installation of any part of the ground floor partition wall hereby permitted until full details of the proposed designs, position and methods of installation of the wall have first been submitted to and approved in writing by the Local Planning Authority. The details to be provided shall include full detailing of the proposed installation of the wall around the picture rail and architraves, which shall ensure the picture rail and historic cornice and coving and architraves remain undisturbed and retained in situ. The development and installation of the partition wall shall thereafter be undertaken in strict accordance with the details approved, and shall be retained as such thereafter whilst ever the partition wall is required for the uses being undertaken as related to this permission. The reason for the condition is :- To ensure suitable and minimal intervention and impact on the listed building, in accordance with Core Strategy (2015) Policies CS09 and CS10, and LPP2 (2021) Policy E5, and in accordance with the Council's duty to preserve the heritage asset under section 66 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990.
5.There shall be no installation of any new external lighting until full details of the proposed external lighting have first been submitted to and approved in writing by the Local Planning Authority. This scheme should provide information about proposed location, specifications, layout and beam orientation, a schedule of the light equipment proposed including luminaire type, mounting height, aiming angles, colour and lumen unit levels. The development shall be carried out only in accordance with the approved details and shall be retained in the approved form thereafter. The reason for the condition is: To limit the impact of obtrusive lighting in the interests of neighbouring and visual amenity, and to maintain an optimal setting to the listed building, in accordance with Core Strategy (2015) Policies CS09 and CS10, and LPP2 (2021) Policies E5 and E6.
6.There shall be no installation of any new lighting connections and fittings within the interior of the listed building until full details of the proposed designs, position and methods of installation of the lighting have first been submitted to and approved in writing by the Local Planning Authority. The details to be provided shall include full detailing of the proposed installation of the lighting and proposals to minimise interventions and impacts on the picture rail and architraves and historic cornice and coving, which shall as far as practicable remain undisturbed and retained in situ. The works shall thereafter be undertaken in strict accordance with the details approved. The reason for the condition is :- To ensure suitable and minimal intervention and impact on the listed building, in accordance with Core Strategy (2015) Policies CS09 and CS10, and LPP2 (2021) Policy E5, and in accordance with the Council's duty to preserve the heritage asset under section 66 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990.
7.During the works, if any structural issues are revealed, the works shall be halted, and the Local Planning Authority should be notified immediately. Works shall not recommence on that aspect of the development until a suitable scheme of mitigation has first been submitted to and approved in writing by the Local Planning Authority and shall only be recommenced in accordance with such a mitigation strategy as approved. The reason for the condition is:- In the interests of protecting the special architectural and historic interest of the Listed Building in accordance with Core Strategy Policy (2015) CS10.
8.All original external and internal historic features including lime plaster which are not proposed to be removed as part of the works shall be preserved and protected from any damage throughout the works. Any damaged fabric should be repaired in a like for like manner with relevant matching materials and techniques. The reason for the condition is:- To ensure that regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of Core Policies CS09 and CS10 of the adopted Core Strategy (2015).
10.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
11.NOTES - Please read the following notes carefully:- 1. You are reminded that the original historic fabric of the listed building including lime plaster should be retained unless specifically authorised for removal by the Council as part of a listed building consent. Historic fabric which must be retained would include lath and plaster ceilings and lime plaster on walls, floor boards, original skirting boards, dado rails, cornices, fireplaces and any other surviving historic fabric. Where these elements are in poor condition, repair on a like-for like basis could be undertaken by competent workmen, with the minimum amount of intervention to the historic fabric. You are reminded that the installation of new internal and external lighting, service routes and risers fixed to the building will in most cases require listed building consent. Any proposals for these particular works must be first approved by the Council as part of a listed building consent before they are installed within the listed building. 2. During the works, if hidden historic features or archaeology are revealed they should be retained in-situ. Works shall be halted in the relevant area of the building and the Local Planning Authority should be notified immediately. Works shall not recommence on that aspect of the development until a suitable scheme of mitigation has first been submitted to and approved in writing by the Local Planning Authority and shall only be recommenced in accordance with such a mitigation strategy as approved. 3. Occasionally European protected species, such as bats, can be found during the course of the development. In the event that this occurs, it is advised that the developer stops work immediately and seeks the advice of a suitably qualified ecological consultant. 4. The applicant is reminded that Bats and their roosts are protected at all times by the Conservation of Habitats and Species Regulations 2017 (as amended) and the Wildlife and Countryside Act 1981 (as amended). Planning permission for development does not provide a defence against prosecution under this legislation or substitute for the need to obtain a bat licence if an offence is likely. If bats or evidence of bats is found during the works, the applicant is advised to stop work and follow advice from an independent ecologist or to contact Natural England.
