1.The application is located within the countryside, outside of the development limits for Martham. The combination of the change of use of the agricultural barns for self storage purposes, along with the installation of 40 storage containers, floodlighting and car parking is not considered to represent a small scale use and nor is it one which is considered to be rural in character. The application also does not demonstrate that the proposal could not be accommodated within the development limits with there being no evidence provided which assess the availability and suitability of sites within development limits. The principle of development is therefore not considered acceptable and the proposal is therefore considered contrary to Local Plan Part 2 (2021) policies GSP1 and B1.
2.The application would represent an increase in the intensity of the use of the site which would result in an increase in vehicle movements to and from the site along Hall Road, which is a single carriageway country lane averaging around 3.2m in width with no passing provision or non-motorised user provision. Insufficient information has been provided in support of the application to demonstrate that the proposal would not have an adverse impact on the highway network and no off-site mitigation in the form of passing bays on Hall Road has been proposed; consequently, the application does not comply with Core Strategy (2015) Policy CS16.
3.The installation of 40 storage containers is not considered to represent a small scale proposal and would introduce a large number structures on the site which are not agricultural or rural in character or appearance. This increased clutter would be visible from the public domain from all boundaries because of the relationship that the site has with Martham Footpath 19, and these additional structures would present a conflict with the rural and agricultural setting of the area. The application is considered to be contrary to Core Strategy Policies (2015) CS1, CS9 and CS11 along with Local Plan Part 2 (2021) Policy E4.
4.The application site is located within close proximity to a cluster of dwellings. The increased intensity of the use of the site, with the cumulative impact of the change of use of the barns and the installation of 40x storage containers, resulting in increased vehicle movements along with the additional noise and disturbance resulting from opening and closing of storage containers and movement of goods which could occur from 6am to 10pm seven days a week, which would be harmful to neighbouring amenity. The application is not supported by a noise impact assessment to demonstrate that the proposal would not cause a significant impact to neighbouring amenity because of increased levels of noise and disturbances resulting from the proposal. In the absence of the information, the application would fail to comply with Core Strategy Policy (2015) CS9 and Local Plan Part 2 (2021) Policy A1.
5.The application proposes floodlighting as a security deterrent. However, the application is not supported by supporting information in terms of their luminaire type, mounting height, aiming angles, colour and lumen unit to demonstrate that the proposal would not generate obtrusive light, both in terms of light trespass and glare which would be detrimental to neighbouring amenity, but also in terms of sky glow which could lead to unacceptable levels of light pollution. In the absence of this information, the application would fail to comply with Core Strategy Policy (2015) CS9 and Local Plan Part 2 (2021) Policies A1 and E6.
6.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
