1.This permission expires on 14 March 2031 and unless on or before this date application has been made for an extension to the period of permission and such application is approved by the Local Planning Authority the use shall be discontinued and the site shall be restored to its existing condition. The reason for the condition is:- As the car park has been applied for on a temporary basis and its suitability on a permanent basis has not been considered as part of the determination of this application.
2.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

4.The approved CEMP: Biodiversity (Prepared by Norfolk Wildlife Services) shall be adhered to and implemented through the construction phases strictly in accordance with the approved details, unless agreed in writing by the Local Planning Authority. The reason for the condition is :- To mitigate the impact of construction on valued ecological receptors, as assessed in the accompanying Ecological Impact Assessment (NWS, 2023), in accordance with Core Strategy (2015) Policy CS11.
5.For the duration of the construction period all traffic associated with (the construction of) the development will comply with the Construction Traffic Management Plan and use only the 'Construction Traffic Access Route' and no other local roads unless approved in writing with the Local Planning Authority. The reason for the condition is :- In the interests of maintaining highway efficiency and safety, in accordance with Core Strategy (2015) Policy CS16.
6.No use of the car park hereby permitted shall take place until such time that the Travel Plan has been implemented in accordance with the timetable and targets contained therein and continue to be implemented as long as any part of the development is occupied subject to approved modifications agreed by the Local Planning Authority. The reason for the condition is :- To ensure that the development offers a wide range of travel choices to reduce the impact of travel and transport on the environment, in accordance with Core Strategy (2015) Policy CS16.
7.No use of the car park hereby permitted shall take place until full details of proposed planting, including the proposed replacement trees to be planted to the north of the Dermatology Unit and south of Jenner Road, have been submitted to and approved in writing by the Local Planning Authority. The approved planting scheme shall be carried out in its entirety within the first planting and growing season following the first use of the car park. For the duration of a period of 10 years from the first use of the car park any trees, shrubs or hedges planted in accordance with the landscaping scheme which die, are removed or become seriously damaged or diseased shall be replaced in the next immediate planting season with others of similar size and species. The reason for the condition is :- To ensure an high quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity in accordance with Policies CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and Policy E4 of the adopted Great Yarmouth Local Plan Part 2 (2021).
8.The development shall be built in accordance with the submitted Flood Risk Assessment and Drainage Strategy (Flood Risk Assessment and Drainage Strategy for JPUH Site 2 Temporary Car Park, Rossi Long Consulting, RLC Ref. 231290, Dated October 2023) and the following additional supporting documents: · Typical Construction Details Sheet 1 drawing, Rossi Long Consulting, Ref: 231290- C-005 Rev: P01, Dated: October 2023 · Drainage Strategy General Arrangement - Phase 1, Rossi Long Consulting, Ref: 231290-C-001 Rev: P01, Dated: October 2023 · Drainage Strategy General Arrangement - Phase 2, Rossi Long Consulting, Ref: 231290-C-002 Rev: P01, Dated: October 2023 · Proposed Site Arrangement Site Plan Phase 1, LSI Architects, Ref: 22197-LSIAAA-00-DR-A-1301 S2 Rev: P06, Dated: 14 August 2023 · Proposed Site Arrangement Site Plan Phase 2, LSI Architects, Ref: 22197-LSIAAA-00-DR-A-1302 S2 Rev: P06, Dated: 14 August 2023 The approved scheme will be implemented prior to the first use of the development. The reason for the condition is :- To prevent flooding in accordance with National Planning Policy Framework paragraph 167, 169 and 174 by ensuring the satisfactory management of local flood risk, surface water flow paths, storage and disposal of surface water from the site in a range of rainfall events and ensuring the SuDS proposed operates as designed for the lifetime of the development.
9.Prior to the commencement of Phase 2 groundworks, other than that required to carry out remediation on Phase 2, no works shall take place of Phase 2 until the approved remediation scheme has been carried out in accordance with its terms. Following the completion of the Phase 2 remediation scheme, a verification report that demonstrates the effectiveness of the remediation carried out shall be produced. No use of Phase 2 of the car park hereby approved shall take place until the verification report has been submitted to and approved in writing by the Local Planning Authority, unless a revised timetable for submission of the verification report has been first agreed in writing by the Local Planning Authority The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors, in accordance with sections 178 and 179 of the NPPF. The condition is pre-commencement as it is essential that the contamination on site is investigated, and a remediation plan drawn up before construction commences to ensure that pollutants are not mobilised and to avoid and future harm to residents. The condition is limited to Phase 2 of the proposed scheme as this is where the contamination reports identified the asbestos containing materials.
10.The measures included within the Landscape and Ecological Management Plan (Prepared by Norfolk Wildlife Services) shall be implemented prior to the first use of the car park hereby permitted and shall thereafter remain in place for the lifetime of the development. The reason for the condition is :- So that the development delivers the fully functioning biodiversity objectives of the approved scheme, in accordance with Core Strategy (2015) policy CS11.
11.In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until: 1) a report has been submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and 2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptor as required by policy E6 of the Local Plan Part 2.
12.No use of Phase 2 of the temporary car park hereby permitted shall take until the temporary access road crossing the helicopter landing strip has been fully removed and restored to its existing condition. The reason for the condition is :- As the temporary access road is only proposed to serve construction traffic and any longer term use of this has not been assessed, in the interests of highway safety in accordance with Core Strategy (2015) Policy CS16.
13.REASON FOR APPROVAL OF THE APPLICATION :- The proposal provides much needed additional car parking which should contribute to alleviating the existing parking pressures at the hospital.
