| 1. | The proposed replacement dwelling by virtue of its form, materials and positioning forward on the plot would represent a conflict with the surrounding built character of the area and would appear overly dominant in the street scene. The design of the dwelling is not considered to be reflective of the surrounding character and the proposed dwelling would appear alien within the surrounding context. The proposal is considered to be contrary to Core Strategy (2015) Policy CS9, Local Plan Part 2 (2021) Policy A2, NPPF Paragraphs 135 and 139 and the Great Yarmouth Design Code. |
| 2. | Due to the dominance of the proposed dwelling in the street scene this would have an adverse impact on views into and out of the Conservation Area and towards the Grade I Church of St Marys. This is considered to cause a less than substantial level of harm to the setting of the Conservation Area and Listed Buildings, this harm is not outweighed by any public benefits. The proposal is therefore considered to be contrary to Core Strategy (2015) Policy CS10 and Local Plan Part 2 (2021) Policy E5 and paragraph 208 of the NPPF. |
| 3. | The existing bungalow has the potential to support bat roosts. The application is not supported by any ecological information to demonstrate the baseline ecological conditions of the site and to eliminate the risk of impacting on a bat roost. As such, the application is considered to fail to comply with Core Strategy (2015) Policy CS11. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
