| 1. | The application has not been accompanied by sufficient information to demonstrate that the development can be undertaken without compromising the safe and free flow of traffic on the local highway network or avoid unacceptable detrimental impact to pedestrians and other users of the carriageway including neighbouring uses which may not be visible to vehicles using the site if appropriate mitigation measures are not included in the proposal. There is an absence of necessary information required to demonstrate that visibility splays can be provided and to show that parking and turning areas can be provided within the site sufficient to ensure that vehicles can safely enter and leave the premises in forward gear; such information is expected to include visibility splay plans, surveys and site layout plans and sections showing the gradient of the access into the site, and is understood to have been requested by the Local Highway Authority through their own pre-application discussions with the applicant. As such the application cannot be determined favourably, should be refused in the interests of highway safety, and the proposal is considered contrary to adopted policies CS16 of the Great Yarmouth Core Strategy (2015) and A1 of the Local Plan Part 2 (2021). |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
