No.Condition Text
1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the 29th September: - Proposed Ground Floor Plan (no ref) - Proposed First Floor Plan (no ref) - Location Plan The reason for the condition is:- For the avoidance of doubt.
3.The C2 use hereby permitted shall be carried on only by Norfolk & Waveney MIND and shall be for a limited period being the period during which the premises are operated by Norfolk & Waveney MIND. When the premises cease to be operated by Norfolk & Waveney MIND the use hereby permitted shall cease and all materials and equipment brought on to the premises in connection with the use shall be removed and the property shall return to being a C3 dwellinghouse. The reason for the condition is :- As the proposal is only acceptable by virtue of the type of accommodation proposed by the applicant and other forms of residential institutions would not be acceptbale due to the distance to the nearest settlement.
4.No more than 4 individuals (excluding staff) at any one time shall stay overnight at the C2 residential institution hereby permitted. The reason for the condition is :- To ensure that the use does become a more intense use than the existing dwelling house which could increase pressure on vehicle movements and neighbouring amenity which have not been assessed.
5.No individual shall stay at the premises hereby permitted for a period greater than 5 consecutive nights. The operator of the residential institution shall maintain at all times a register of the occupants of the accommodation that can be examined upon request at any reasonable time by representatives of the Local Planning Authority. The register shall include the name of the occupant and their main postal address. The reason for the condition is :- To ensure that the accommodation is being used as short stay accommodation because the distance to services would not be appropriate if residents were staying beyond a short term basis.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal provides short term accommodation for vulnerable people addressing the needs of Core Policy CS3 (e).
