1.Condition 3: No development shall take place until an archaeological written scheme of investigation has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and 1) The programme and methodology of site investigation and recording, 2) The programme for post investigation assessment, 3) Provision to be made for analysis of the site investigation and recording, 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation, 5) Provision to be made for archive deposition of the analysis and records of the site investigation and 6) Nomination of a competent person or persons/ organization to undertake the works set out within the written scheme of investigation. Reason for condition:- In accordance with National Planning Policy Framework 2019 paragraphs 199 and 189. Discharge is refused on the grounds that the original permission 06/20/0411/F, which this application relates to, has expired due to the time sensitive requirement set out in Condition 1 which states that work must commence before 19th October 2023. Officers were assisted in their decision by APP/J1535/W/21/3268028 Appeal against Epping Forest DC for non-determination on an application to discharge conditions was dismissed in 2021 as the planning permission had already lapsed. As such this condition is UNDISCHARGED.
