1.The proposed increased mass of the dwelling created by the increased roof height creates increased massing overall which is not proportionate to the scale of the existing dwelling. The taller roof appears jarring and uncomfortable against the smaller scale of the retained existing dwelling below the proposed new roof. The character of the existing dwelling and the street scene would also be adversely impacted due to the change in roof pitch and height and the prominence of the dwelling given its close proximity to the highway. As a result the application is considered to propose an inappropriate design and is contrary to adopted policies CS09 of the Great Yarmouth Core Strategy (2015) and H9 of the Great Yarmouth Local Plan Part 2 (2021) which both seek to protect the design, form and character of the built environment and ensure new development is complementary and able to enhance its surroundings.
2.The proposed increased roof height would also cause adverse impacts to Number 53 Station Road South to the east of the site, a bungalow which is set further back from the highway. Residents of that neighbouring dwelling would experience an increased sense of overbearing development and a reduction in outlook especially from their front amenity space and their front rooms. Therefore, the proposals would be in direct conflict with adopted policies CS09 of the Great Yarmouth Core Strategy (2015) and H9 of the Great Yarmouth Local Plan Part 2 (2021) which seek to protect neighbouring residential amenity.
3.This decision notice relates to the following submitted plans: 1) Site Location Plan - un-numbered - dated 17-JUL-2023 (received 23-AUG-2023) 2) Existing Details - Drawing Number: FOC-001, dated July 2023 (received 23-AUG-2023) 3) Proposed Details - Drawing Number: FOC-002, dated July 2023 (received 30-AUG-2023).
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
