1.The application site is located outside of the development limits defined by GSP1, within the Countryside and is remote to nearby settlements and lacks access to public transport and pedestrian links. The application therefore proposes a 'main town centre use' in an unsustainable location and customers would be near totally reliant on the private car to travel to and from the beauty salon. There is nothing within the application to suggest that the proposal would be able to address policy CS06 through providing flexible/home working arrangements and the application conflicts with the sequential approach required for new town-centre uses as required by CS07, and as such the principle of development is not acceptable. Furthermore, the application lacks information in respect of the number of car parking spaces proposed, the availability of spaces for other established uses, or proposals to manage such quotas, which only serves to promote the site's reliance on the private car. The proposal is therefore considered to be contrary to Core Strategy (2015) Policies CS01 E, CS02, CS06, CS07 and CS16, and Local Plan Part 2 (2021) Policies GSP1 and R8 and the aims of the National Planning Policy Framework.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
