1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and documents: - Drawing no. P.14 Rev C - Proposed West Section Elevation - Drawing no. P.13 Rev E - Proposed North and West Elevations - Drawing no. P.12 Rev E - Proposed South and East Elevations - Drawing no. P.11 Rev D - Proposed Roof Plan - Drawing no. P.10 Rev C - Proposed Second Floor Plan - Drawing no. P.09 Rev C - Proposed First Floor Plan - Drawing no. P.08 Rev C - Proposed Ground Floor Plan - Drawing no. P.07 Rev D - Proposed Site Block Plan - Drawing no. P.00 Rev A - Site Location Plan - Arboricultural Impact Assessment - Ref OAS 23-160-AR01 dated July 2023 and Drawing Numbers: OAS 23-160-TS01 - Tree Constraints Plan; OAS 23-160-TS02 - Tree Layout Plan; and OAS 23-160-TS03 - Tree Protection Plan - Preliminary Ecological Appraisal & Bat Roost Assessment dated 19.09.2023 The reason for the condition is:- For the avoidance of doubt.
3.No development shall take place (including demolition of buildings B1 and B2 as identified in the Preliminary Ecological Appraisal & Bat Roost Assessment dated 19.09.2023) unless the Local Planning Authority has first been provided with a copy of an EPSM Licence issued by Natural England pursuant to Regulation 55 of the Conservation of Species and Habitats Regulations 2017 (as amended) authorising the specified activity/development to go ahead. The reason for the condition is :- In the interests of protected species as there is bat presence confirmed within the development site, and in order to mitigate any adverse impacts on ecological interests in accordance with policy CS11 of the local plan.
4.No development shall take place (including any demolition, ground works or site clearance) until a Construction Environmental Management Plan (CEMP: Biodiversity) has first been submitted to and approved in writing by the Local Planning Authority. The CEMP shall include the following: · Risk assessment of potentially damaging construction activities; · Identification of 'biodiversity protection zones'; · Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction; · The location and timing of sensitive works to avoid harm to biodiversity features; · The times during construction when specialist ecologists need to be present on site to oversee works; · Responsible persons and lines of communication; · The role and responsibilities on site of an ecological clerk of works (ECoW) or similarly competent person; · Use of protective fences, exclusion barriers and warning signs. The CEMP: Biodiversity as approved shall be adhered to and implemented through the construction phases strictly in accordance with the approved details, unless otherwise agreed in writing by the Local Planning Authority. The reason for the condition is :- In the interests of protected species as there is bat presence confirmed within the development and in order to mitigate any adverse impacts on ecological interests in accordance with policy CS11 of the local plan. NOTE to applicant - it is recognised that the CEMP document may need amendments following approval from Natural England of an EPSM licence relating to bats, so it is advised to prepare the CEMP on the basis of needing to accommodate any such approval.
5.No development shall take place (including any demolition, ground works or site clearance), until a Biodiversity Method Statement for bats has first been submitted to and approved in writing by the Local Planning Authority. The content of the proposed Method Statement shall include: · Purpose and objectives for the proposed works, · Detailed designs and/or working methods necessary to achieve the stated objectives, . Extent and location of proposed works shown on appropriate scale maps and plans, · Timetable for implementation, demonstrating that works are aligned to the proposed phasing of construction, · Persons responsible for implementation of the works, · Initial aftercare and long-term maintenance (where relevant), · Disposal of any wastes arising from works. The works shall be carried out strictly in accordance with the details as approved and shall be retained in that manner thereafter. The reason for the condition is :- In the interests of protected species as there is bat presence confirmed within the development and in order to mitigate any adverse impacts on ecological interests in accordance with policy CS11 of the local plan.
6.Construction work shall not proceed above slab level until the exact types and colours of the brick and render external materials have first been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted, in accordance with policies CS9 and H9 of the local plan.
7.No external lighting shall be erected unless full details of its design, location, orientation and level of illuminance have first been submitted to and approved in writing by the Local Planning Authority, and such lighting shall be designed around a strategy for light-sensitive biodiversity. Such lighting shall be kept to the minimum necessary for the purposes of security and site safety and shall prevent upward and outward light radiation. The lighting shall thereafter be implemented in accordance with the details as approved and shall be retained as such thereafter. The reason for the condition is :- In the interests of protected species as there is bat presence confirmed within the development and in order to mitigate any adverse impacts on ecological interests in accordance with policies CS11 and E6 of the local plan.
8.All tree protection measures as contained in: sections 3 and 4 of the Arboricultural Impact Assessment - Ref OAS 23-160-AR01 dated July 2023 and Drawing Number OAS 23-160-TS03 - Tree Protection Plan, are, in relation to protective fencing, to be installed prior to the commencement of development work (including demolition) to implement this planning permission and other tree protection measures including root pruning and driveway installation to be carried out as approved. The approved tree protection measures are to be maintained in good condition and adhered to throughout the construction period. Unless otherwise first agreed in writing by the Local Planning Authority, no construction-related activities (for example: storage and/or siting of: vehicles, fuel, materials, site huts or other buildings or ancillary equipment; raising of lowering of ground levels; installation of underground services, drains; lighting of fires etc.) may be undertaken within the identified Construction Exclusion Zones and fenced areas. In the event that any tree(s) become damaged during construction, the Local Planning Authority shall be notified, and remedial action agreed and implemented. In the event that any tree(s) dies or is removed without the prior approval of the Local Planning Authority, it shall be replaced within the first available planting season, in accordance with details to be agreed with the Local Planning Authority. The reason for the condition is :- To ensure existing trees are protected during site works in the interests of the visual amenity of the area and ecological interests and the satisfactory appearance of the development in accordance with policies CS11 and E4 of the local plan.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in adopted policy H9 of the Local Plan Part 2.
