1.The removal of the southern chimney stack has created an unbalanced look to the property which is detrimental to the overall proportion of the building and the value of the dwelling in the conservation area: were this to become permanent, the absence would be detrimental to the conservation area as a whole by eroding the character and appearance of this corner plot, and weakening the heritage importance and value that individual buildings can have as a link between modern and original forms of development in an area of historic interest. Therefore, the application is contrary to Core Policies CS09 and CS10 and Local Plan Part 2 Policies E5 which both seek to protect the amenity of neighbours, and the resultant harm to the designate heritage asset has not been outweighed by any public benefits presented within the development, so being contrary to the objectives of the National Planning Policy Framework.

3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
