1.	The tree is highly visible and makes a valued contribution to the visual amenity of the wider area in the public realm. The value of the tree would not be able to be replaced by suitable replacement trees in an area of such wider public visibility as the land is not within the ownership of the applicant. As such, the harm of losing the protected tree would not be mitigated by suitable replacement planting and therefore the application fails to comply with Core Strategy (2015) Policies CS09 and CS11 and Local Plan Part 2 (2021) Policy E4.
