| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the 3rd September 2024:
Location Plans existing and proposed; drawing reference: ARC2406-500/01UK
Proposed Block Plan; drawing reference: ARC2406-500/03UK
The reason for the condition is:-
For the avoidance of doubt of what has been approved and in the interests of proper planning. |
| 3. | The proposed use of this site for car boot sales shall be held on up to 14 Wednesdays a year between 10:00 - 14:00 and no more, and shall be restricted to those parts of the site indicated for the overflow stalls hatched, stalls hatches and overflow car park as identified on the drawing numbered ARC2406-500/03 UK dated Aug 2024.
The reason for the condition is:-
To protect the quality of pitches on the site from potential damage from the car boot sales and to limit the intensity to an appropriate level in accordance with Local Plan Part 2 (2021) Policy E3. |
| 4. | Prior each and every car boot sale event, the overflow stalls and overflow car parking, as identified on the drawing numbered ARC2406-500/03 UK dated Aug 2024, shall be roped off in order to separate the overflow stalls and car parking area from the playing pitches.
The reason for the condition is:-
To protect the quality of pitches on the site from potential damage from the car boot sales; in accordance with Local Plan Part 2 (2021) Policy E3. |
| 5. | For each and every car boot sale event, space sufficient to the satisfaction of the Local Planning Authority shall be provided within the site to enable a minimum of 160 cars to park, turn and re-enter the highway in forward gear. Each space provided shall be arranged, marked or marshalled into position, to allow a space of at least 2.4m width x 4.8m depth. This area shall be laid out, demarcated, marshalled and be retained for that specific use for the duration of the car boot sale event.
The reason for the condition is: -
To ensure the availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety for each car boot event; in accordance with Core Strategy (2015) Policy CS16. |
| 6. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal provides a temporary use of the land without adversely affecting the recreational value of the playing field, in accordance with the aims of Local Plan Part 2 (2021) Policies C1 and E3. |
| 7. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
