1.	There is currently no requirement for any canopy reduction works upon this tree - it has been heavily reduce only two years ago. The tree needs time to react to previous reduction works to give suitable structurally sound growth points to a reduce 'back to'. The trees canopy could benefit from a crown thin of 10-20% (due to reactive growth from severe canopy reduction) however I would not class these works as necessary at this point. However, no arboricultural evidence has been submitted as part of the application to suggest otherwise and no evidence has been submitted to suggest that the tree is causing harm to public amenity or safety. The application is refused citing no Arboricultural requirement.
