| 1. | The application site is located within the Nutrient Neutrality Catchment Area and the unit of holiday accommodation does not connect to existing mains foul sewer and instead is connected to a cess pit. Currently the only known method of dealing with foul water within the Nutrient Neutrality Catchment Area without causing risks of potential harm to the designated nationally and internationally-protected sites from increased nutrient loading and nitrification is to connect to the mains sewer system and which drains outside of the catchment area. The application is not supported by a bespoke Habitats Regulations Assessment (HRA) and therefore, in the absence of satisfactory details and bespoke ecological Appropriate Assessment of the risks and consequences, the application cannot be said to be able to avoid an unacceptable impact on designated sites and therefore is contrary to Core Strategy (2015) Policy CS11 and Local Plan Part 2 (2021) Policies GSP5 and I3, and the development would not be able to satisfy the requirement to demonstrate no detrimental impact as required by the Habitats Regulations. |
| 2. | The proposal seeks an intensification of use of the vehicular access and due to the inadequate visibility splays which are provided at the junction of the accesses with the County highway this would cause danger and inconvenience to users of the adjoining public highway. The application is therefore contrary to Core Strategy (2015) Policy CS16. |
| 3. | As far as can be determined from the submitted plans, the applicant does not appear to control sufficient land to provide adequate visibility at the point of vehicular access. The proposed development would therefore be detrimental to highway safety. The application is therefore contrary to Core Strategy (2015) Policy CS16. |
