1.The development must be begun not later than 27 September 2024. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority: - Proposed Floor Plans and Elevations, drawing reference 274/274/1 REVISION J, received 21st December 2020 and approved within permission 06/20/0692/F. - Site Plans - existing and proposed, drawing reference 274/274/2 Rev C, received 25th April 2023 The reason for the condition is :- For the avoidance of doubt.
3.The development must take place in accordance with the Asbestos Demolition Report, by REF PCS 201684 Job ID 357 approved under approval of details application ref: 06/22/0715/CD Prior to the commencement of works of demolition on site, a destructive asbestos survey of buildings to be demolished shall be submitted to and approved in writing by the Local Planning Authority. Development shall not be carried out other than in accordance with the approved details. The reason for the condition is:- To ensure that risks from asbestos to the environment, future users of the land and neighbouring land are minimised, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other off-site receptors.
4.The development must take place in accordance with the Desk Study and Risk Assessment - Norfolk Partnership Laboratory REF 103333 dated July 2022 approved under approval of details application ref: 06/22/0715/CD The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
5.In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until: 1) a report has been submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and 2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
6.The development must take place in accordance with Drawing Number 274/2 Rev B, entitled Topographical and Site Plans, dated 26/10/22 approved under approval of details application ref: 06/22/0715/CD insofar as it relates to the site levels and proposed floor level of the approved dwelling. The reason for the condition is:- To ensure that the development takes place in the manner expected by the Local Planning Authority, and in the interests of residential amenity and in the interests of design and visual amenities.
7.The development must take place in accordance with Drawing Number 274/2 Rev B, entitled Topographical and Site Plans, dated 26/10/22 and Email from Ray Middleton on the 26 October 2022 11:01 subject 06/22/0715/CD - B36 Long Beach Estate approved under approval of details application ref: 06/22/0715/CD in so far as it relates to details of boundary treatments. The reason for the condition is :- In the interests of the residential amenities of both the occupiers of adjoining property and the future occupants of the dwelling hereby permitted, and in the interests of the visual amenities of the locality.
8.A car parking area for no less than 2 cars to be parked perpendicular to the road at the rear (west) of the site shall be provided, drained and surfaced prior to the first occupation of the dwelling hereby permitted, and shall be retained thereafter free from any impediment to that specific use. The reason for the condition is :- To ensure off-street parking provision.
9.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Mondays 08:00 to 18:00 Tuesdays 08:00 to 18:00 Wednesdays 08:00 to 18:00 Thursdays 08:00 to 18:00 Fridays 08:30 to 13:30 Saturdays and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
10.The existing buildings shall be demolished and the waste materials removed from the site before work is begun on the erection of the dwelling hereby permitted. The reason for the condition is :- To ensure the development progresses in an orderly manner and in the interests of the appearance of the site.
11.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) no extensions shall be built or additional windows, doors or balconies shall be inserted into the walls or roof of the building(s) without first obtaining the express written permission of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
12.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) no exterior lighting shall be installed in the curtilage or on the building without first obtaining the express written permission of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property, dark skies and ecology.
13.REASON FOR APPROVAL OF THE APPLICATION :- The proposal broadly meets the criteria of policy A1 of the adopted Local Plan Part 2 (2021) and complies with the aims of Core Policy CS09 from the adopted Core Strategy (2015).
14.NOTES - Please read the following notes carefully:- Occasionally protected species, such as bats, can be found during the course of development even when the site appears unlikely to support them or after an ecological survey has found no previous evidence of them. In the event that this occurs, it is advised that the developer stops work immediately and seeks the advice of a suitability qualified ecological consultant.
