1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application forms and following plans/documents: - Drawing No. 1420/20 Rev K, Site layout plan including shed and air source heat pump elevations - Drawing No. 1420/11 Rev E, Proposed Elevations - Drawing No. 1420/13 Rev D, Proposed Elevations - Details for PUZ-WM60VAA(-BS) Ecodan R32 Monobloc Air Source Heat Pump The reason for the condition is:- For the avoidance of doubt.
3.The air source pumps shall be installed, used and maintained in accordance with the manufacturers specifications referred to in condition 2 above. The reason for the condition is :- To ensure noise issues do not arise in the interests of the amenities of the locality in accordance with policies A1 and E6 of GYBC LPP2.
4.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
5.INFORMATIVE NOTE - Reason for Approval: The application has been consulted on in line with legislative requirements. No objections have been received. The proposal is a minor form of development proposing small garden sheds in the rear garden of each dwelling and an air source heat pump outside the rear wall of each dwelling. The site is part of a small residential development of 8 no. dwellings for affordable housing and planning permission is required for the sheds as permitted development rights for outbuildings was removed on the full planning permission for the erection of the dwellings and the dwellings have not been constructed yet so planning permission is also required for the air source heat pumps. The proposal is in general conformity with the Council's adopted Development Plan, accords with the ethos of the National Planning Policy Framework and does not represent an impact so unacceptable that it could be successfully resisted at appeal. Conditional planning permission can therefore be granted.
