1.Due to the layout, projection and height of the proposed two storey rear extension, the development is likely to cause adverse overshadowing to the ground floor conservatory and first floor rear bedroom window of No. 2 Campion Avenue and would also cause an increased sense of overbearing development adversely affecting this same neighbour. Therefore, the application is contrary to Core Policy CS09 and Local Plan Part 2 Policies A1 and H9 which seek to protect the amenity of neighbours.
2.Furthermore, the proposed mass of extension would be excessive and would not appear subordinate to the original house. This two storey rear extension would also be seen from the surrounding roads and may set a precedent for unacceptable large extensions to domestic dwellings in this area, to the detriment of the street scene and character and appearance of the surroundings. Therefore, the plans do not comply with Policy H9 as they do not enhance the appearance of the original building, and are not subordinate in scale, form or massing and also do not comply with Policy CS9.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way but in this particular case the development is not considered to represent an acceptable form of development and has been refused for the reasons set out above and as described in the Officer Report.
