1.	Condition 3 requires that the vehicular access indicated for improvement on Drawing No. 2020445 - 05 has been permanently closed and the footway reinstated in accordance with a detailed scheme to be first submitted to and agreed in writing by the Local Planning Authority. The application was supported by the following document: - S278 GENERAL ARRANGEMENT (drawing number C-160 P02) The submitted drawing is sufficient to discharge the condition in part. For the condition to be fully discharged, the vehicular access indicated for improvement on Drawing No. 2020445 - 05 must be permanently closed and the footway reinstated in accordance with the approved details prior to commencement of the development.
