1.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 6th April 2023: Site Location Plan (unreferenced) Floor Plans (unreferenced) (received on the 5th April 2023) The reason for the condition is:- For the avoidance of doubt.
2.Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (or any order revoking or re-enacting that Order) the premises shall only be used as a House of Multiple Occupation with a maximum of three bedrooms only. Only the rooms labelled as Bedrooms 1, 2 and 3 on the approved floor plan (unreferenced, received on the 5th April 2023) shall be used for bedroom accommodation, and all other rooms shall remain available for use as communal facilities. For the avoidance of doubt there shall be no use of the room labelled as an Office at any time for the purposes of providing sleeping accommodation. The reason for the condition is :- To ensure the permission operates in accordance with what was applied for and to ensure suitable living accommodation for all occupiers, in the interests of residential amenity and to accord with policies A1 and H12 of the adopted Great Yarmouth Local Plan Part 2.
3.The House of Multiple Occupation hereby permitted shall not be permanently occupied by any more than 4 people at any one time. The reason for the condition is :- To mitigate the impact on neighbours and parking pressures resulting from any intensification of the use, to accord with policies A1, H12 and I1 of the adopted Great Yarmouth Local Plan Part 2 and to ensure the development is suitable for the limited parking provision available as required by Norfolk County Council Parking Standards July 2022.
4.Within 28 days of this permission, space sufficient to securely store no fewer than 4 cycles shall be made available within the garage shown. The cycle storage shall be retained thereafter for this purpose. The reason for the condition is :- To ensure the provision of adequate cycle parking that meets the needs of occupiers of the proposed development and in the interests of encouraging the use of sustainable modes of transport, to accord with policies H12 and I1 of the adopted Great Yarmouth Local Plan Part 2 and CS16 of the Great Yarmouth Core Strategy.
5.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
6.NOTE TO APPLICANT: The owner must ensure that the property complies with amenity levels and fire safety standards by liaising with the local authority Environmental Health Services. The local authority fire safety standards and amenity standards must be complied with.
