1.The proposal reduces the availability of holiday accommodation in the Borough and specifically in an area designated for the particular purpose of retaining, upgrading, expanding and enhancing existing visitor accommodation, and preventing the deterioration of the Seafront Area. The retention and enhancement of holiday accommodation in designated areas is essential to enabling an enhanced tourism offer, increasing economic investment and improving the appearance of the area and the Borough overall. In addition to the loss of holiday accommodation and subsequent visitor-investment in the town, the proposal would result in the loss of some tourist related employment. It has not been demonstrated that the use as holiday accommodation is no longer viable, nor that an alternative tourist use is unviable, nor that the use proposed is the only means to provide an overall improved standard of accommodation in the Borough or the remainder of the defined Seafront Area. As such the residential use of the ground floor is not considered acceptable in principle and introduces a use which is not in keeping with the wider surrounding character. The proposal is, therefore, contrary to the Great Yarmouth Local Plan Core Strategy (2015) Policies CS08 and CS09 and Great Yarmouth Local Plan Part 2 (2021) Policy GY6.
2.The use of the property as a dwelling without any usable form of private amenity space creates an oppressive and cramped form of accommodation for residents and does not provide satisfactory levels of amenity for residents. The proposal is, therefore, contrary to the Great Yarmouth Local Plan Core Strategy (2015) Policy CS09 and Great Yarmouth Local Plan Part 2 (2021) Policies A1 and A2 and the National Planning Policy Framework (2021) (in particular paragraphs 130 and 134).
3.The proposal has failed to address the public open space requirements of the development, whether by on-site provision or through means to secure financial contributions towards off-site provision. As such, the impacts of the development and the pressures the development places on public open spaces have not been mitigated. The proposal is, therefore, contrary to Great Yarmouth Local Plan Core Strategy (2015) Policies CS14 and CS15 and Policies GSP8 and H4 of the Great Yarmouth Local Plan Part 2 (2021).
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
