1.Due to the design of the flat roof, its appearance when considering the dual pitched front gable, would discord adversely with the existing house and the surrounding houses which are of the same design and layout. The front of the proposed side extension is also not stepped back from the main front gable of the existing dwelling and would not appear complementary to nor subservient to the existing dwelling when viewed from the public highway immediately to the north of the site. Therefore this application is contrary to adopted Core Strategy Policy CS09 (2015) and Local Plan Part 2 Policy H9 (2021), and Design Code HO.03 of the Hemsby Neighbourhood Plan (2023) which seek to ensure that proposals maintain and enhance the character of the building and that they respond positively to their surrounding townscape.
2.This application has been assessed and REFUSED on the basis of the submitted application form, and drawing no's: Site Location Plan, Block Plan 2023-0125-02 & Revised Block Plan 2023-0125-02B, Existing & Proposed Plans & Elevations 2023-0125-01, Proposed East Elevation, 2023-0125-03, as received by the Local Planning Authority on 20-MAR-2023, 23-MAR-2023, 05-APR-2023 & 02-MAY-2023.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSAL): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has given due consideration to the application in a positive and proactive way but has considered the application unable to be amended sufficiently to overcome the overriding concerns and conflict with policy. Unfortunately, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
