1.The development must be begun not later than 3 years beginning with the date of this permission. The reason for the condition is:- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be limited to the installation and use of no more than 27no. storage units at any one time, and shall be carried out in strict accordance with the following revised following plans submitted to the Local Planning Authority: 18848-104 A - Proposed Site Plan 18848-105 A - Proposed Site Sections 18848-106 B - Proposed Elevations 18848-107 A - Proposed Roof Plan 18848-111 A - Proposed Southtown Road Elevation 18848-108 A - Proposed Unit GA Plan 18848-110 A - Proposed Vehicle Turning Plan The reason for the condition is:- For the avoidance of doubt.
3.There shall be no use of, nor access made available for use of, the external storage units the subject of this permission outside the hours of 07.00 and 21.00 on any day. The reason for the condition is :- In the interests of maintaining neighbouring residential amenity.
4.No heavy goods vehicles shall visit the site for any purpose between the hours of 21.30 on any day and 08.30 on the following day. Access to the site during the overnight hours stated above shall be limited to vehicles falling within the definition of Private Light Goods in the Road Traffic Acts and or being under 3500kg weight. The reason for the condition is :- To prevent loss of amenity for residential neighbours from noise.
5.Prior to the first use of the development hereby permitted the proposed on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan no.18848-110 A Van Turning Plan and shall be retained as such thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety.
6.The development hereby permitted shall be carried out incorporating the measures to mitigate the risk from flooding set out in the amended Flood Warning and Evacuation Plan by Delta Simons dated November 2023 and received by the LPA on 21st November 2023. There shall be no use of the development hereby permitted until each occupant or user has been made aware of the Flood Warning and Evacuation Plan and the response measures required therein. Access to the mezzanine floor of the adjoining building in the application site shall be made available to any and all users of the approved development in the event of a flood, where those persons are already within the development site at the time of flooding and where they are unable to find a suitable escape route from the site. The reason for the condition is :- To ensure that mitigation measures are undertaken as the property is located within an area at risk of flooding.
7.The external lighting, CCTV and other security features shall be retained on site for the lifetime of this planning permission. The reason for the condition is: - To maintain a high degree of safety and security features on site for the lifetime of the development.
8.Prior to the use of the new storage units hereby approved, roller shutter doors that meet the standards of LPS 1175 issue 7 SR1 shall be installed to each unit and shall be retained as such thereafter. The reason for the condition is: - To maintain a high degree of safety and security features on site for the lifetime of the development.
9.There shall be no use of the development hereby permitted until there have first been installed and made available for use at least 4 no cycle spaces within the adjoining building situated within the site, and shall be made available for use by any users of the development irrespective of their use of storage units within the main storage building, and this facility shall be available for use without the need for any customers to make a prior request. The cycle storage facilities shall thereafter remain available for use in the manner prescribed, for the lifetime of this development.
10.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in Policies CS09 and CS13 of the adopted Core Strategy (2015) and Policies GSP1, B1 of Part 2 of the adopted Great Yarmouth Local Plan (2021).
