1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with Plan number 01 (dated Dec 22) received by the Local Planning Authority on 27 February 2023. The reason for the condition is :- For the avoidance of doubt.
3.The materials to be used in the external walls and roof of the extension hereby permitted shall match those of the existing building in accordance with the details stated in the application form. The materials to be used in the external walls and roof of the outbuilding/shed hereby permitted shall accord with those specified in the application form. The reason for the condition is :- In the interests of the visual amenities of the area.
4.INFORMATIVE NOTE - Reason for Approval: The application has been consulted on in line with legislative requirements. No objections have been received. The proposal can be considered as two elements; the single storey rear extension and the detached single storey outbuilding. An important material consideration is development which could be undertaken without the need for express planning permission. In this case the property benefits from Permitted Development Rights to create very similar forms of development. An outbuilding with marginally lower eaves could be created but it is considered that the minimal difference in this instance does not have an unacceptable impact in terms of street scene or amenity. A single storey extension could be erected of similar proportions but 2m shorter. Because of the relationship between the host dwelling and the neighbouring property the more significant impact (in terms of neighbouring amenity) arises as a result of the initial 3m (allowed by legislation) with the final 2m having less of an impact. The proposal is in general conformity with the Council's adopted Development Plan, accords with the ethos of the National Planning Policy Framework and does not represent an impact so unacceptable that it could be successfully resisted at appeal.
