1.By virtue of its scale and footprint and positioning within the site, the proposal is not considered to offer an ancillary form of accommodation to the main dwelling. Due to the scale and siting of the proposal the annex fails to appear subordinate to the main dwelling, and in terms of its use and appearance the proposed unit of accommodation would be tantamount to creating an independent dwelling within the site, evidenced by the fact that the accommodation would provide its own kitchen/living facilities along with a bedroom and shower room. As such, the annexe would be capable of providing independent accommodation separate to the main dwelling and therefore would not be ancillary in use or function to the bungalow. The proposal would therefore be considered to be contrary to policy H10 of the Local Plan Part 2 (2021).
2.Due to the proposed siting of the annexe, forward on the plot, the annexe would appear unduly prominent in the street scene and would therefore be in stark contrast to the general set-back and off-set orientation of buildings along the southern side of Norwich Road. This would be contrary to the character of the area and not sympathetic to the appearance of the dwellings in the immediate vicinity. The proposal is therefore contrary to policy CS09 of the Core Strategy (2015) and to policies H10 B and H9 of the Local Plan Part 2.
3.The single storey flat roof side extension proposed to the bungalow creates a flat roof of a height that would exceed the height of the eaves of the existing bungalow, and a form which is not sympathetic to the ridged and hipped roof character of the main dwelling. This creates a jarring and unsympathetic intervention which would be complementary to the original dwelling nor offer an enhancement to the surrounding character of the area. This therefore, is contrary to the design expectations of Core Strategy (2015) policy CS09 and Local Plan Part 2 (2021) policy H9.
4.The garage and existing roof of the bungalow has been identified as being capable of having potential to support bats. No supporting ecological information has been submitted along with the application to assess whether the scheme would the potential to create an impact on protected species. As such, the application is contrary to Great Yarmouth Local Plan Core Strategy (2015) Policy CS11.
5.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
