1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 3rd May 2023: - Site Location Plan; drawing reference: 8490 P0A Rev.A - Indicative Caravan Details; drawing reference: 8490 P04 and the development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 19 August 2024: - Photographs of Existing Shower Block; drawing reference: 8490 P05. - Proposed Layout Plan; drawing reference: 8490 P03 Rev.B The reason for the condition is:- For the avoidance of doubt of what has been approved and in the interests of proper planning.
3.The approved units of accommodation shall be used for holiday purposes only and shall not be used at any time as a person's sole or principal residence. The applicant shall maintain a logbook detailing visitors staying at the holiday lets and the period of time for which they are staying. The logbook shall be completed for the duration of the use of the premises as holiday lets, and shall be made available for officers from the Local Planning Authority to view at all times. The reason for the condition is :- To ensure the holiday unit is not used as permanent residential accommodation in accordance with policy L1 from the adopted Great Yarmouth Local Plan Part 2 (2021).
4.No development shall take place (including any demolition, ground works or site clearance) until the following matters have first been submitted and approved in writing by the Local Planning Authority: - evidence that an appropriate protected species licence has first been issued by Natural England pursuant to regulation 55[1] Conservation of Species and Habitats Regulations 2017 (as amended) authorising the specified activity/development to go ahead; and, - evidence of the approved bat habitat mitigation specification required by the license having been installed and made available for use. The development shall thereafter proceed in accordance with those details and the mitigation / compensation measures shall be retained in perpetuity in strict accordance with the details thereby approved. The reason for the condition is :- In the interests of protected species on the site; in accordance with Core Strategy (2015) Policy CS11.
5.No development shall take place (including any demolition, ground works or site clearance) until a biodiversity method statement has first been submitted to and approved in writing by the Local Planning Authority. The content of the method statement will include: · Purpose and objectives for the proposed works, · Detailed designs and/or working methods necessary to achieve the stated objectives · Extent and location of proposed works shown on appropriate scale maps and plans, · Timetable for implementation, demonstrating that works are aligned to the proposed phasing of construction, · Persons responsible for implementation of the works, · Initial aftercare and long-term maintenance (where relevant); · Disposal of any wastes arising from works. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter. The reason for the condition is: - To collate the enhancements and mitigation for, Birds, Bats, and Hedgehogs informed by the information in section 7of the Ecology report; in accordance with Core Strategy (2015) Policy CS11.
6.There shall be no commencement of development until the tree protection measures (as shown on plan 8490 P03 Rev.B) are installed in their entirety. The measures shall be installed prior to any works taking place and shall thereafter remain in place for the duration of the construction period. The reason for the condition is :- To ensure the tree protection measures are in place for the duration of the construction period to avoid any harm to the trees, in accordance with Great Yarmouth Local Plan Part 2 (2021) Policy E4.
7.Following demolition and site clearance but before the installation of below ground services, details in written and drawn form of the means by which electric vehicle charging shall be made available within the scheme shall be submitted to and approved by the local planning authority. The works shall accord to the approved scheme and shall be retained thereafter. The reason for the condition is: - To allow provision for the demand for electric vehicle charging within the lifetime of the development; in line with the requirements of the adopted Great Yarmouth Local Plan Part 2 (2021) Policy I1.
8.Following demolition and site clearance but before the installation of below ground services, details in written form of how the scheme will be designed and built to achieve a water efficiency standard of 110 litres per person per day shall be submitted to and approved by the local planning authority. The works shall accord to the approved scheme and shall be retained thereafter. The reason for the condition is :- In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to accord with adopted Local Plan Part 2 policy E7. Note to applicant - The imposition of this planning condition requires the development to achieve a higher standard of construction than the current minimum national requirement through Building Regulations. This requires you / the Developer to ensure that the standard is adhered to when seeking Building Regulations Completion Notice approval (whether using local authority inspectors or third party approved inspectors).
9.The approved planting/landscaping scheme (as shown on plan 8490 P03 Rev.B) shall be carried out in its entirety prior to the first occupation of the holiday caravans hereby approved. For the duration of a period of 10 years from the first occupation of the chalets hereby permitted, any trees, shrubs or hedges planted in accordance with the landscaping scheme which die, are removed or become seriously damaged or diseased shall be replaced in the next immediate planting season with others of similar size and species. The reason for the condition is :- To ensure an high quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity and to secure appropriate residential amenity in accordance with Policies CS9 and CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015).
10.No external lighting shall be erected unless full details of its design, location, orientation and level of illuminance have first been submitted to and agreed in writing with the local planning authority. Such lighting shall be kept to the minimum necessary for the purposes of security and site safety and shall prevent upward and outward light radiation. The lighting shall thereafter be implemented accordance with the approved details and shall be retained as such thereafter. The reason for the condition is :- To mitigate the impact of uncontrolled external lighting on protected species and dark skies, in accordance with Core Strategy (2015) Policy CS11 and Local Plan Part 2 (2021) Policy E6.
11.REASON FOR APPROVAL OF THE APPLICATION :- The proposal complies with the aims of Core Strategy (2015) CS8.
